CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic. (KGTV) - Sweetwater Union High School District is trying to be proactive in the way it approaches teenage suicide.They'll hold an Open Forum to discuss the issue Thursday night, March 7, at Otay Ranch High School (1250 Olympic Parkway). The meeting starts at 6 pm."One life lost is one too many," says District Spokesperson Manny Rubio.According to the latest numbers from the San Diego County Suicide Prevention Council, suicides rose in 2017 after three years of holding steady. There were 458 deaths by suicide in 2017.The report also found that 14.5 percent of students had seriously considered suicide.Rubio says any time there is an incident with a Sweetwater student, they have crisis counselors and psychologists who go to campus. They also follow up with students in the ensuing months. But those are all reactive measures.To be more proactive, SUHSD officials asked students what issues they want to address concerning suicide. Among the responses were depression, social media pressure and bullying.The topics will be front and center of the public forum Thursday night."We want to make sure as we're going forward, that we're looking at what we can to better support our students," says Rubio. "This was one of the ideas. So let's talk about this in the open and let's talk about this publicly so that we can make sure that our students are feeling supported and feeling recognized."The event is open to the public. She reported that she had been sexually assaulted."In Los Angeles, one man was even arrested for posing as a rideshare driver with the intention of preying on female passengers.Scripps station WCPO in Cincinnati asked Ryan Higgins, who estimated he uses a ridesharing service at least once a week, if he had ever taken steps to make sure he was getting in the right car."Honestly, now that you say that, I don't think I've ever done anything," the Cincinnati resident said. "I think they just say, 'Hey, Ryan?' or they say my name, and I just go for it."Franz said intoxicated would-be riders are the most likely to make a mistake and put themselves in a vulnerable position, but anyone can benefit from a few simple safety tips.First, make sure you've got the correct license plate before you get in a car. Uber and Lyft both display the plate number as soon as it matches you with a driver so you can spot the correct vehicle.Next, get into the back seat, not the passenger seat. If you have gotten into a car with a person of ill intent, it's easier to escape from the back than the front, where they might be able to physically restrain you."(If) somebody's doing something inappropriate, it becomes very obvious very quickly," he said. CHULA VISTA (CNS) - Detectives worked Friday to determine who fatally shot a man in a South Bay parking lot, apparently during a quarrel over a dog.Patrol officers responding to reports of gunfire near the intersection of Interstate 5 and state Route 54 shortly after 10 p.m. Thursday found Corey McCastle, 41, on the ground in the 700 block of E Street in Chula Vista, suffering from bullet wounds, according to police.Paramedics took McCastle to a hospital, where he was pronounced dead."The motive for the shooting remains unknown," Lt. Dan Peak said. "However, it is believed McCastle had gone to the location to speak with an unknown individual regarding a dispute over a dog."The shooter was described only as a man dressed in dark-colored clothes and armed with a handgun.Further details on the disagreement that apparently led to the slaying was not immediately available. 888
