SAN DIEGO (KGTV) – A dog was rescued and reunited with his owner after getting into the water off Sunset Cliffs Sunday.The San Diego Fire-Rescue Department said the dog somehow got into the water but could not get back to its owner, prompting two lifeguards to spring into action.The lifeguards helped pull the dog onto a rescue board and brought him safely back to shore.The dog was not hurt.Lifeguards said the area is known to be dangerous for dogs. 460

SAN DIEGO (KGTV) - A brother and sister who own two Rancho Bernardo nail salons were arraigned Thursday on federal charges they were part of a forced labor conspiracy. Cindy Mydung Luu and Jason Luu lured their second cousin from Vietnam to San Diego in 2014 to work long hours in their salons, Eden Nails Lounge & Spa and Majestic Nail Salon, prosecutors said. The woman arrived on a student visa and attended Grossmont College, but applied for a spouse visa after marrying Jason Luu in 2016. Prosecutors said the siblings “engaged in a scheme intended to cause the victim to believe she would suffer financial and reputational harm if she did not continue working.” The siblings own Eden Nails Lounge & Spa and Majestic Nail Salon in Rancho Bernardo.“We are very grateful that this matter came to the attention of the Human Trafficking Task Force upon the suggestion and support of two caring and vigilant nail salon customers who had befriended the victim,” said U.S. Attorney Robert Brewer. “With their assistance, Task Force officers were able to assist the victim immediately and to investigate these alleged crimes.” The U.S. Department of Labor’s Wage and Hour Division also investigated the defendants’ nail salon for minimum wage and overtime violations, according to prosecutors.The Luu’s were arrested at their home in Tierrasanta Thursday morning. We’re going to see more fires, and more dangerous fires and more deadly fires, " says Tom Corringham, a post-doctoral research economist at the Scripps Institution of Oceanography at UCSD.Climate Central analyzed 45 years of U.S. Forest Service records of large wildfires and found there are three times more major wildfires burning across the west each year than in the 1970s. The annual area burned has increased six-fold with wildfire season lasting an average of 105 days longer, research showed.RELATED: Climate Change: Living in a warming worldIn California, there have been more large fires, burning more acres, particularly in warmer years. In Southern California we’re already seeing the move to a year-round wildfire season."What we are seeing is that climate change is getting worse and it’s accelerating at a pace that is greater than we were expecting," Corringham said.Temperatures correlate with large wildfires. It offers an expansive pool, bar area, community room, open-air gym, and a lounge on the 23rd floor, with views to the coast. "The goal was to have multiple spaces, again, that would be like staying at a four or five star resort," said Jerry Brand, executive director of developer Greystar. The building will be among the most expensive in San Diego County.Studios start at ,750 a month, while two-bedroom units start at ,300. The penthouse is advertised for ,000 per month. It also includes 30 affordable units. Analysts say luxury buildings like Palisade can play a role in easing all of the region's housing crunch. "A substantial portion of the people moving into, like, the new projects downtown are actually vacating the older projects and moving up, so the luxury projects that are going up are really helping the housing situation," said Alan Nevin, director of economic research at Xpera Group. SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office.
