BEIJING, Oct. 23 (Xinhua) -- One of China's top banking regulators has called upon the nation's commercial lenders to improve their balance sheets and reduce excessive reliance on lending for profits.Wang Zhaoxing, deputy chairman of the China Banking Regulatory Commission(CBRC), said banks should not seek excessive profits from a rapid increase in loans and a widening gap between lending and deposit rates, which is unsustainable.Chinese banks went on a lending spree in 2009 in response to the urging of the government as part of the 4-trillion-yuan (601 billion U.S. dollars) stimulus package to ward off the effects of the global financial crisis.Also, nearly 9.6 trillion yuan in new loans last year fuelled fears of banks distributing bad loans.Many banks continue to depend upon issuing credit to government-backed projects to secure profits, Wang said at an industry meeting Thursday. However, those projects often lack adequate risk management.Further, Wang urged lenders to improve balance sheets and the quality of assets, as well as the ability to manage risk aversion.Chinese banking and financial institutions reported net profits of 668.4 billion yuan last year, of which a lion's share came from the gap between deposit and lending rates, investment proceeds and fees, according to the report on China's banking industry issued by the CBRC in July.The report noted that the average capital adequacy ratio stood at 11.4 percent at the end of last year, above the international safety line, while the non-performing loan (NPL) ratio fell to 1.58 percent, down 0.84 percentage points from the level at the beginning of 2009.Despite the improved data, CBRC chairman Liu Mingkang has repeated warnings that an NPL rebound could bring with it risks from lending to local government financing platforms and the property sector which has accumulated asset bubbles.At the meeting, Wang said the CBRC would enhance oversight to assure unscrupulous and unhealthy financial institutions are phased out of the market.Also, China will gradually move towards a market-driven interest rate mechanism, which would ultimately squeeze bank profits.

GUANGZHOU, Oct. 10 (Xinhua) -- Police conducted a hostage rescue drill on Sunday in south China's Guangzhou City as authorities beefed up security about one month prior to the opening of the 2010 Asian Games.Police first practiced rescue operation simulating the bus hostage crisis in the Philippine capital about two months ago. Eight Hong Kong tourists were slain during an ill-prepared rescue by the Philippine police against a lone gunman who hijacked a tourist bus in Manila on Aug. 23.Police officers were not told of the time and location of the drill in advance to test the emergency response of the city's police forces, a senior police officer said.During the drill, a group of armed men "hijacked" a bus carrying athletes and gunned down security guards on their way out of the Asian Games Village. After "negotiations" failed, police quickly broke into the bus and seized the attackers.The second part of the drill involved in rescuing "hijacked" foreign athletes in a room in the Village.After finding the hijackers attempted to kill the hostages, the police stormed the room, overwhelming the attackers and freeing the hostages.Chinese authorities have activated over one hundred checkpoints on the roads and waterways linking areas to the hosting cities of the Games on Sunday.A total of 132 checkpoints, scattered in Guangdong Province and five neighboring regions, are responsible for screening people, vehicles and goods, officials with the Ministry of Public Security said.The 2010 Asian Games is scheduled to open on Nov. 12. The events will be held in four cities in Guangdong.

TOKYO, Sept. 24 (Xinhua) -- Chief Cabinet Secretary Yoshito Sengoku said Friday that China and Japan, the two major economic powers in Asia, need to work toward improving bilateral relations."It is true that Japan-China relations have shown signs of deterioration," Sengoku, Japan's top government spokesman, said at a press conference, adding that efforts were needed to deepen bilateral relations between the two countries.The comments came as the Naha, Okinawa, prosecutor's office said Friday it will release Zhan Qixiong, the 41-year-old Chinese fishing boat captain who has been held for more than two weeks.Two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands on Spet. 7.The next day, the Japan Coast Guard illegally seized the Chinese trawler and detained its captain and 14 fishermen on board, drawing strong protests from the Chinese government and its people.The Japanese released the fishermen and boat last week but held the captain. China has repeatedly urged Japan to unconditionally send back the captain to avoid additional damage to their bilateral ties.According to local media, Zhan was to leave Japan on Friday. Chinese Foreign Ministry spokeswoman Jiang Yu said the same day the Chinese government would send a chartered plane to bring back the captain.

BEIJING, Oct. 4 (Xinhua) -- A 66-member Chinese rescue and relief team sent to provide immediate assistance to flood ravaged Pakistan returned from the Pakistani port city Karachi to Beijing by charter flight Monday, officials said.China sent two rescue and relief missions to flood-afflicted Pakistan since the end of July when floods began taking their toll, said officials from China Southern Airlines Company Limited, which transported the team.The return of these 66 members, including medical workers, experts from the China Earthquake Administration, rescue soldiers as well as journalists, marked the end of the two rescue missions, noted officials.In response to the worst flooding in Pakistan's recent history, China's help included monetary assistance, urgently needed relief goods delivered directly to affected areas, a convoy of 101 trucks to the northern parts of Pakistan, two rescue and relief missions for providing medical relief to the victims, four military helicopters for carrying out rescue missions and an additional 200 million U.S. dollars for post-disaster reconstruction besides the previous 320 million yuan (47 million U.S. dollars) worth of humanitarian supplies.

TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it.
