SAN DIEGO, Calif, (KGTV) - An information meeting Thursday evening is one of the final steps before plans to expand the Miramar Landfill are sent to the state. Currently, the landfill is expected to close Sept. of 2025, but this new plans will extend that to an estimated closure of Nov. of 2031, and also increase the height of the landfill by a maximum of 25 feet. Program Manager for the Solid Waste Local Enforcement Agency Bill Prinz said these dates could change depending on how quickly trash is put into the landfill. He also said this increase in capacity means about 10 million cubic yards of trash are being added to the already about 87 million cubic yards. Currently, 87,760,000 cubic yards of Gross Airspace are being used, and the plan will bring the maximum height to 97,354,7355 cubic yards of Gross Airspace. The meeting Thursday, May 28 is from 5:30 p.m. to 7 p.m. and will be information focused. The public can tune in virtually to listen, ask questions and offer feedback, however no decisions will be made. Prinz said the LEA will send the plans, including the feedback from the meeting, to Sacramento, and the state will have 60 days to either accept or deny the plan. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."
