NEW YORK CITY — An illegal party on a New York City cruise ship was shut down early Sunday morning, city sheriff's deputies said. The Liberty Belle, which is operated by Empire Cruises, was spotted on Saturday departing from Pier 36 in Manhattan with dozens of people aboard, according to officials and photos of the boat. The person who posted the photo on Twitter said it appeared no one was wearing masks or social distancing.Manhattan Borough President Gale Brewer said her office would contact city and state agencies regarding the incident. The Sheriff's Office later said its deputies intercepted the owners and captain of the ship and arrested them for operating an illegal party in violation of social distancing provisions in the city and state emergency executive orders as well as other charges.A request for comment from Empire Cruises was not immediately returned. The company stopped operations in March because of the COVID-19 outbreak and a city emergency executive order, according to its website. This story was originally published by Lauren Cook on WPIX in New York City. 1095

No Crime Stoppers reward will be given to the woman who alerted police of the Waffle House shooter's whereabouts after he killed multiple people in Antioch. That's because the woman did not submit a tip through Crime Stoppers, instead, calling 911 with the suspect's location. "I get goosebumps talking about it," Lydia French said as she recalled the day that the suspect was caught. French spotted the man coming out of the woods near her worksite, next to where the suspect lived, when she called police. She then spotted the suspect a second time and called 911 again. "When he came out of the woods the second time and I got a good look at him, oh, I knew. I knew for sure. I called 911 back the second time and said, 'Your guy is right here. It's him,'" French said. She said police responded immediately."It was crazy. I've never seen so many vehicles just storm an area like they did," she said. While French called in the tip to 911, she was surprised that she wasn't given a reward from Crime Stoppers, and many others were confused about the situation as well."Unfortunately, we cannot pay the reward on this as Crime Stoppers was contacted after they advised the police department," an email from Crime Stoppers read.Crime Stoppers is a separate entity from the police department. "I actually thought they were hand-in-hand," French said. According to Liz Parrott, the chair of Nashville Crime Stoppers, to get a reward from Crime Stoppers, tipsters have to call the tip line, (615) 74-CRIME, or submit the tip through their mobile app. In the case of the Waffle House manhunt, French called 911. She never called Crime Stoppers, not until a month later to inquire about the reward. Crime Stoppers is designed to get tips in cold cases or in cases where someone with information wants to remain anonymous, and it generally isn't used in active crimes like the Waffle House manhunt."Anytime there's an active crime in progress, 911 is always best," Parrot said. While French said it isn't about the money, she wanted to get her story out so the public would know in the future: If you want the Crime Stoppers reward, you need to reach out to Crime Stoppers before the police. "I'm glad I could do what I could do to make the community and everybody feel safer, I just hope the families get justice," French said.French was given a ,000 reward from the TBI for her assistance in the case.  2478

NEW ORLEANS (AP) — A federal judge says Louisiana must reinstate coronavirus pandemic voting plans used for summer elections rather than using a more restrictive plan approved by the Legislature. U.S. District Chief Judge Shelly Dick says the state must allow mail voting for people with conditions that make COVID-19 more dangerous, and their caretakers. She also ordered the expansion of early voting from seven days to 10 in November, but not in December. During his monthly call-in radio show, Gov. John Bel Edwards says the opinion boils down to simply doing what the state did in July and August.Secretary of State Kyle Ardoin says his office is reviewing it. 673

NEW YORK (AP) — Americans held back on spending during the start of the holiday shopping season, a troubling sign for retailers and the state of the U.S. economy. U.S. retail sales fell a seasonally adjusted 1.1% in November, according to the U.S. Commerce Department. It was the biggest drop in seven months, and a steeper decline than Wall Street analysts had expected. The Commerce Department on Wednesday also revised October’s report, saying that retail sales fell 0.1% that month, instead of rising 0.3% as it previously reported. Retailers had tried to get people to shop early, with Amazon, Best Buy, Walmart and others offering holiday deals in October. The report points to a weak start to the all-important holiday shopping season, which can usually account for a quarter or more of a retailer’s annual sales. Black Friday was also a bust. Typically one of the busiest shopping days of the season, shoppers mostly stayed home after health officials warned people not to shop in person, and retailers followed suit by putting their best deals online. Half as many people shopped inside stores this Black Friday than last year, according to retail data company Sensormatic Solutions.“It will take a miracle to keep retail sales positive in December,” said Chris Rupkey, chief financial economist at global financial group MUFG.It is also another sign that the pandemic is slowing the U.S. economy as stores face tighter restrictions and people stay away home. 1475
