(KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161

SAN YSIDRO, Calif. (KGTV) -- San Diego Fire-Rescue is on scene of a brush fire burning in San Ysidro Monday afternoon. According to department spokeswoman Mónica Mu?oz, the fire sparked near State Route 905 west and Caliente Avenue in an area near San Ysidro High School. The fire burned about one and a half acres before the forward rate of spread was stopped. No structures were threatened and no one was injured, according to Mu?oz.Three San Diego Fire-Rescue engines and two federal fire brush engines and a helicopter team responded to the blaze. (AP) — The owner of some 100 local car washes and gas stations in Southern California has been charged with failing to pay minimum wage and overtime to some 700 workers.The Orange County Register reports prosecutors say Vahid David Delrahim and his managers ordered the workers, nearly all Latino, to arrive early, but the workers were not allowed to clock in until customers arrived. When business slowed, they had to clock out but still remain on duty, waiting until more customers turned up.
