CHULA VISTA, Calif. (KGTV) – A Chula Vista family came home to their house completely ransacked by burglars.“It was a total mess,” homeowner Eric Deas said. “It was like a hurricane came into my house.”Deas says he left for his aunt's house around 11:30 a.m. on Tuesday. When he got back around 3 p.m. he found that someone had tried to get into his backdoor, then smashed a window to get in.The thieves stole thousands of dollars worth of jewelry and electronics. But they also raided his fridge, drank his alcohol, and ate his food. They trashed his house, dousing his floors and furniture with booze.  Deas even found feces in the upstairs bathroom. "They didn't flush," he said.He also found a shoe in his aquarium.  About ten of his prized fish were dead.  He thinks the thieves dumped wine in the fish tank.“It looked like they had a good time,” he said.  “They had a party in my house. Unfortunately, it was a 'damage party.'”A neighbor’s security camera caught a white BMW park in the neighborhood. Then it appears of group of teens got out of the car and started walking towards Deas' house. The video was taken in the same time frame of the break-in. It was hard to make out faces or a license plate, but Deas thinks its video of the party bandits.The intruders also took something very sentimental from him.“My mom wrote me these handwritten notes. She passed away two years ago,” Deas said, “Things that sad, 'love you, ma.' It was personal.”Deas doesn't think he will get them back.“I call them punks; they don’t deserve to be people. So before you book your trip, see the list below to see where states currently stand on COVID-related protocols.STATES REQUIRING NEGATIVE COVID-19 TEST BEFORE ENTERINGAlaska: If you are a non-Alaskan resident, you must submit a travel declaration, a self-isolation plan, along with proof that you've tested negative for COVID-19. If you do not have proof of testing negative, you must pay 0 for a COVID-19 test and then quarantine until your results come back. You also have the option to follow the work plan that your employer filed with the state. Colorado: Although the state does not have travel restrictions in place, Pitkin County, Colorado requires visitors to complete a health affidavit and provide a negative COVID-19 test taken within 72 hours upon arriving or could face a mandatory 14-day quarantine. Connecticut: If you are traveling to Connecticut and are not from New York, New Jersey, or Rhode Island, arriving from a state with a positivity rate of more than 10%, or from a country which the CDC has issued a Level 3 Travel Health Notice, you are directed to self-quarantine for 14 days.State officials said travelers could be exempt from the self-quarantine requirement by providing results of a negative COVID-19 test within 72 hours upon arrival and sending the test results to the Commissioner of Public Health via email: DPH.COVID-Travel@ct.gov or by fax: 860-326-0529.You could receive a 0 fine for non-compliance.District of Columbia: If traveling to Washington, D.C. from a state with more than 10 COVID-19 cases per 100,000 people, you must receive a negative COVID-19 test within 72 hours. If you are in D.C. for more than three days, you must test negative within three to five days upon arriving.Hawaii: To avoid self-quarantining for 14 days, travelers must upload their negative COVID-19 test results to their Safe Travels system prior to traveling or bring a hard copy of their negative test results before boarding their flight. But if you depart for Hawaii without a negative test result must self-quarantine for 14 days. Chicago is going by a color-coded system that places states in a red, orange, or yellow category. Travelers from “red” states must quarantine for 10 days upon their arrival or for the duration of time in Chicago, whichever is shorter. Visitors from “orange” states can obtain a negative COVID-19 test result no more than 72 hours before visiting or quarantine for 10 days. If arriving from “yellow” states, visitors do not have to quarantine upon arrival or have proof of a negative test.Maine: If you are traveling to Maine and are not from New Hampshire or Vermont, you can either prove you've tested negative for COVID-19 within 72 hours upon arriving in the state or self-quarantine for 10 days. Suppose a traveler chooses to get tested upon entering Pennslyvania or is waiting for test results. (KGTV) -- Ozzy Osbourne has delayed his Chula Vista concert originally slated to take place Tuesday night.The concert, set to take place at the Mattress Firm Amphitheatre, will now take place on October 18.According to People Magazine, several shows have been delayed after Osbourne underwent hand surgery due to a bacterial infection.Ticket holders for the show are advised to hold on to their tickets, which will be honored for the new date.Refunds are also available at the point of purchase. CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731
