Rep. Joaquin Castro, D-Texas, announced he is launching an investigation surrounding Secretary of State Mike Pompeo’s speech at the Republican National Convention. Pompeo’s speech is set to be broadcast during Tuesday’s portion of the RNC.Castro wants to probe whether the speech violates both the Hatch Act and State Department rules.The Hatch Act is intended to limit political activities by executive branch employees other than the president and vice president. While violating the Hatch Act is not criminal, there are potential civil fines for violations. The act also calls for violators of the act to be reprimanded or terminated from their positions if found in violation.But in the past, the Trump administration has not acted on violations of the Hatch Act. Most notably, the Office of the Special Counsel recommended that Trump aide Kellyanne Conway be removed from her White House post after allegedly violating the act multiple times. Pompeo is delivering his remarks during an official trip to Israel.“The Trump administration and Secretary Pompeo have shown a gross disregard not only of basic ethics, but also a blatant willingness to violate federal law for political gain. Congress has a responsibility to stand up for the rule of law and hold them accountable for this corrupt behavior,” said Castro. “It’s absolutely unacceptable that a sitting U.S. Secretary of State, America’s top diplomat, would use official taxpayer-funded business to participate in a political party convention, particularly after the State Department published guidance that explicitly prohibits such activity.”Sources told CNN that White House, State Department, RNC and Pompeo’s personal lawyers all signed off on the speech. CNN also reported that the State Department claimed that no taxpayer funds were used by Pompeo to deliver the speech.While there are concerns that having Trump administration officials participate in political activities is toeing what’s legal under federal law, it is certainly unprecedented. The AP said that Trump Jr. tested positive this week and does not have any symptoms. He has been isolating after testing positive. President-elect Joe Biden said on Wednesday that his transition team’s response to the COVID-19 pandemic is being put in jeopardy as he awaits the Trump administration to recognize his victory in this month’s presidential election.“I am optimistic but we should be further along,” Biden said during a virtual call with first responders. “One of the problem that we are having now is the failure of the administration to recognize (the results).Since the Associated Press projected Biden as the winner of the election on Nov. 7, President Donald Trump and his campaign has made multiple claims that the election was stolen, and accusing election officials of fraud. So far, Trump’s campaign has not been able to substantiate any evidence of fraud in court, and has had a number of lawsuits dismissed.Regardless, the Trump administration has prevented the Government Services Administration from assisting Biden with his transition. After past presidential elections, the apparent winner is given funding and access to documents to begin the transition.Biden pointed to the Presidential Transition Act of 1963, which says that government services and documents be made available to the “apparent” victor of the presidential election.Given that 1,700 Americans died from the coronavirus on Tuesday, Biden says that it’s important his transition has access to data and information to ensure the continuity of the country’s response to the pandemic.“We need to know about the depth of the stockpiles, we know there aren’t much at all,” Biden said. “We get to the point where we have a sense of when these vaccines come out, how they’ll be distributed, who will be first in line, what the plan is.”And if the administration continues to hold up the transition?"There are a whole lot of things that we just don’t have available to us, which unless it’s made available soon, we’re going to be behind by weeks or months being able to put together the whole initiative relating to the biggest progress we have with two drug companies coming along and finding 95% effectiveness efficiency in the vaccines,” Biden saidThe White House says that calling for recounts and holding up the transition is due diligence, even though there is nothing stopping the Trump campaign from allowing the transition to move forward while contesting the results.“Actually, I think at this point, the American people just want to make sure that every legitimate vote is counted, and that nobody's discounted,” White House chief of staff Mark Meadows said.Meanwhile, some staunch Trump supporters, while not calling on Trump to concede, are saying that Biden should be included in intelligence briefings.“The president is contesting the election, and I would urge him to give intel briefings to Biden... to Joe Biden. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343
