CHULA VISTA, Calif. Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. On Tueday, SUHSD spokesman Manny Rubio provided this statement to 10News on behalf of the district: "The Sweetwater Union High School District is currently reviewing the report from FCMAT and its findings and recommendations. The District takes this report very seriously and will be determining next steps. Given that this matter is still pending, we will refrain from any additional comment at this time."The District Attorney's office said they are reviewing the audit. CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic. CHULA VISTA, Calif. (KGTV) -- One driver was arrested at a DUI checkpoint in Chula Vista overnight Saturday. According to the Chula Vista Police Department, the checkpoint was held on the 300 block of East H Street between 7 p.m. Saturday and 1 a.m. Sunday. More than 3,500 vehicles traveled through the checkpoint, 1,209 were screened, 13 drivers underwent sobriety tests and one was arrested. CHULA VISTA, Calif. (KGTV) -- A South Bay teen was recently published in The New York Times, sharing a very personal account of what distance learning is like for him during the pandemic. Isaac Lozano is a senior at Bonita Vista High School, a school in the Sweetwater Union High School District. Lozano praises the district for starting the school year virtually because of COVID-19. Lozano told ABC 10News that sharing his reality wasn’t easy, but he now feels proud that he can be a voice for other students like him.The op-ed titled “Remote Learning Is Hard. Losing Family Members is Worse" was published on Aug. 13.In the article Lozano, a straight-A student, details his struggles with distance learning at home. He lives in a two-bedroom apartment, shares a room with his two brothers, and both parents are essential workers. Lozano also lives in the South Bay, one of the areas most impacted by COVID-19 in San Diego County.Lozano writes about not having a designated place to study, moving from room to room in his family’s apartment. He also highlights internet connectivity issues, but insists he has concerns about going back to school before it is safe to do so.Lozano gets personal in the article, sharing that COVID-19 hits close to home. His uncle died of the virus.Since the article was published, Lozano says he’s heard from people offering to help. He’s also heard from a publishing company, a literary magazine and even received an internship offer from a congressional candidate.Lozano will be applying to colleges in the fall and is interested in applying to Stanford, Yale, and UCLA. CHULA VISTA, Calif. (KGTV) -- Health officials are working to notify people possibly exposed to tuberculosis over several months at Southwestern College, according to County News Center. The San Diego County Health and Human Services Agency says the exposure period was from August 20 to November 8, 2018. The college says it will provide no-cost testing to identified students, faculty and staff from December 3 to 14 at Southwestern College Student Health Services. Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infectious individual. Symptoms include persistent cough, fever, night sweats and unexplained weight loss. “The initial infection usually has no symptoms, so we recommend testing for all those exposed to assure they are not infected,” said Wilma Wooten, M.D., M.P.H., County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”For more information call Southwestern Students Health Services at 619-482-6354 or the County TB Control Program at 619-692-8621. 1122
