SACRAMENTO, Calif. (AP) — California's attorney general is accusing a car dealership of false advertising and lying on loan documents to boost the company's profits at the expense of its mostly low-income customers.Attorney General Xavier Becerra sued Paul Blanco's Good Car Company on Monday.Becerra said the company's prolific TV and radio ads would boast about 2% interest rates and approving people for loans over the phone. But Becerra said those were lies designed to lure customers to the dealership. Once people came, Becerra said the company would then lie about their incomes and the value of the vehicles to convince lenders to approve the loans.Representatives from the dealership did not respond to a request for comment. Paul Blanco's Good Car Company operates seven auto dealerships in California and two in Nevada. 838

SACRAMENTO, Calif. (AP) — California's Department of Motor Vehicles improperly disclosed private information to seven other government agencies on more than 3,000 people involved in some type of investigation as suspects or witnesses, officials said Tuesday. The department was sending letters Tuesday to the 3,200 people after determining that they are not currently being investigated. The department improperly gave federal, state and county agencies what were supposed to be internal notes, such as whether drivers' Social Security numbers had been checked to see if they were valid or falsified or if the individual was ineligible for a Social Security number. It sent information on more than 3,000 of the individuals to district attorneys in just two of California's 58 counties, San Diego and Santa Clara.Information on fewer than 200 people went to the federal Department of Homeland Security, including six records for immigrants who were in the country illegally but applied for or received special immigrant licenses.Officials said it was unclear if they were used to investigate the drivers' immigration status or for some other purpose. The remainder went to the Internal Revenue Service, inspector generals for the Social Security Administration and U.S. Small Business Administration, and the California Department of Health Care Services. The information could have been used in criminal, tax or child support investigations, including for witnesses in those inquiries, officials said. It's the latest in series of missteps by the DMV, which last year came under fire for long wait times and for potentially botching about 23,000 voter registrations under the state's "motor voter" law, which lets residents automatically register to vote through the DMV.Department spokeswoman Anita Gore said the DMV stopped making the improper disclosures in August after officials decided that they shouldn't have been giving other agencies the internal notes. She said it took the DMV three months to send the letters because it had to ask each of the seven agencies why they wanted the information, review four available years of records, make sure the 3,200 drivers were not being investigated to avoid tipping them off, and then draft individual letters to each driver. 2278

Retired Justice Sandra Day O'Connor revealed in a letter on Tuesday that she has been diagnosed with the "beginning stages of dementia, probably Alzheimer's disease.""I will continue living in Phoenix, Arizona surrounded by dear friends and family," she wrote and added, "While the final chapter of my life with dementia may be trying, nothing has diminished my gratitude and deep appreciation for the countless blessings of my life."RELATED: Doctors testing medicine that aims to prevent Alzheimer's diseaseO'Connor, 88, was nominated to the bench by President Ronald Reagan as the first female Supreme Court justice of the United States in 1981. She retired from the bench in 2006, in part to care for her husband, who was ailing from Alzheimer's.The letter was released by the court's Public Information Officer. O'Connor signed it at the bottom writing "God Bless you all." 885

SACRAMENTO, Calif. (AP) — A staunchly conservative political party in deep-blue California will get to keep its name after the governor vetoed a bill aimed at banning what state lawmakers say are misleading monikers.Gov. Gavin Newsom announced Wednesday he had vetoed a bill that would have banned political parties from using "no party preference," ''decline to state" or "independent" in their official names. The bill would have applied to all political parties. But it was aimed at the American Independent Party, which has been an option for California voters since 1968.More California voters are registering with no party preference, now accounting for 28.3% of all registered voters. If "no party preference" were a political party, it would be the second largest in the state behind the Democrats.Critics say the American Independent Party has benefited from this trend because its name confuses voters into believing they are registering as independents. The party makes up 2.59% of California's registered voters, making it the third largest political party in the state after the Democratic Party at 43.1% and the Republican Party at 23.6%.In 2016, the Los Angeles Times surveyed the party's registered members and found most did not know they had registered to vote with the party. But Newsom said he vetoed the bill because he worried it was unconstitutional."By requiring one existing political party to change its current name, this bill could be interpreted as a violation of the rights of free speech and association guaranteed by the First and Fourteenth Amendments to the U.S. Constitution," Newsom wrote in his veto message.Representatives for the American Independent Party did not respond to an email and phone call seeking comment. The party's website says it nominated Donald Trump for president in 2016 and "God willing, 2020."Democratic Sen. Tom Umberg, the bill's author, warned the mistaken registration could have electoral consequences. People registered with another political party would not be allowed to vote in the state's pivotal Democratic presidential primary in March. But Newsom signed another bill by Umberg that could help people rectify any registration mistakes. The law, signed Tuesday, allows voters to register to vote or update their registration at all polling places on election day.If people show up to vote in the Democratic presidential primary and are ineligible because they are registered with the American Independent Party, they can change their registration on the spot and cast a ballot. The ballot would be conditional, meaning it would not be counted until after the person's registration could be verified. 2676

RIVERSIDE, Calif. (AP) — A Southern California police department says three middle school students have been arrested after attempting to free another student from custody. The Riverside Press-Enterprise reported Saturday that a 15-year-old Tahquitz High student arrived at Rancho Viejo Middle School Friday and argued with a school employee.Hemet police says the high school girl was arrested on suspicion of threatening a public employee after a campus police officer attempted to speak with her.Authorities say three other minors attempted to stop the officer from arresting the girl by blocking the patrol car door and trying to punch the officer.Authorities say the officer called for backup and the girl, two 13-year-old boys and a 14-year-old boy were arrested.School officials say the students should expect to face disciplinary action from the district. 869
