SAN DIEGO (KGTV) - Nearly four thousand kids in San Diego County have tested positive for lead poisoning over the past decade, and more than 130,000 have missed crucial tests, according to a new report from the California State Auditor.State law requires all 1-and-2 year old children on Medi-Cal to get lead testing. The auditor's office says that's not happening.According to the study, 61% of the tests that should have happened since 2009 were missed. In San Diego, that number is 59%. Specifically, kids in San Diego missed 130,657 of the 220,782 tests that should have been administered.Meanwhile, 44,418 kids across the state tested positive for elevated lead levels. In San Diego, 3,395 tested positive.Local doctors say it's problematic because lead poisoning is nearly impossible to detect without proper testing."Unless you screen kids, they are almost always asymptomatic," says Dr. Kenneth Morris, the Medical Director of the Children's Primary Care Medical Group. "You have no idea until you do the routine screening."Dr. Morris says infants are especially prone to ingesting lead, which can cause developmental problems throughout life."They're crawling on the floors, and they're putting their hands in their mouth. It's just that much easier for the lead to get into their system," he says.Morris says access is a problem for many families on Medi-Cal. They go to their doctor's office for routine check-ups and appointments, but can't get to the follow up lab visits for testing."If you have to refer a child out to a laboratory, it becomes that much more challenging. Because then it falls on the family to be able to get to a lab or hospital to get their blood drawn and get the test completed," he says. "That can be a real challenge for under-served families. SAN DIEGO (KGTV) — One young man was named the newest recruit of the San Diego Police Department Wednesday.SDPD's newest officer, five-year-old Liam, was sworn in by Chief David Nisleit as part of a ceremony hosted by the department and Make-A-Wish San Diego.Liam, who was born with a congenital heart defect, began his first day on the beat soon after his ceremony. He and his partner received a call to help capture a bank robber. Bank of America also partnered with Make-A-Wish to offer up a location for a bank robbery and arrest scene, where the two cops took in the suspect.Liam and his partner then returned to police headquarters to interview the suspect.The Make-A-Wish event was held just one day before the department celebrates its 130th anniversary. 770

SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) — One day after San Diego County allowed dining in restaurants to resume with modifications, Pacific Beach's El Prez was ordered to close for violating county public health orders.Now, the restaurant and bar says it's hoping to reopen sometime next week after passing an health department inspection.Last week, El Prez was the scene of customers ignoring physical distancing and facial covering rules. Video of the first night the restaurants reopened was played during the county's daily press conference as local leaders criticized the scene.RELATED: Pacific Beach's El Prez shut down for violating health orders"This facility is now closed. This facility will remain closed until further notice," Supervisor Nathan Fletcher said at the time. SAN DIEGO (KGTV) — Ocean Beach residents say they are uniting to address issues they believe stem from people living in vehicles.OB resident Michael Copley and nearly 100 others emailed San Diego Police this week, asking for officers to step up patrols in their neighborhood. "I'm just a citizen. I have no authority, I can't enforce anything," Michael Copley says. "But I was asking [police], 'please we want police presence in Ocean Beach.'"RELATED: Red curb in Ocean Beach is a fake fire zone, City of San Diego saysCopley says the large number of people living out of their vehicles in the neighborhood are fueling several community issues like vandalism and the prevalence of drugs. In a response posted to social media by SDPD officer David Surwilo, Surwilo says the concerns have been sent to patrol supervisors so that they "are aware of your community safety issues, what you are seeing and dealing with and your requests for assistance to address these issues."SDPD Capt. Scott Wahl adds, "We are out in the Ocean Beach area, seven days a week, making sure that we are addressing these issues. And it's important that the community continues to provide that information to us."The post referenced complaints pertaining to areas of Ocean Beach, Robb Field, and dog beach over vehicle campers, drug use, homelessness, and quality of life."One person sleeping in their car is not a big deal. But 100 people sleeping in their vans, that creates an impact on the community," Copley said.In May, city leaders approved restrictions on people living in their vehicles within San Diego. Part of those restriction prevent people from sleeping in vehicles within 500 feet of a school or home and overnight anywhere in the city from 9 p.m. to 6 a.m.Wahl says that now, the city has more beds and parking lots available for free to those living in vehicles that can help alleviate the concerns. But according to a July report by 10News, one of the city's newest parking lots for those individuals is going largely unused.Police recommend residents report non-emergency issues on the city's Get It Done mobile app. But if it is an emergency, residents are encouraged to call the police. 2190
