SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. If the Observatory fails to comply with the terms of the agreement with the city, another 0,000 in fines will be issued, the office said.The lawsuit is the latest issue in the city's battle with the venue. SAN DIEGO (KGTV) — A man who is accused of falling asleep drunk with a lit cigarette, starting a Rancho Bernardo fire that killed his two children in 2017, has been sentenced to nearly 13 years in prison.Henry Lopez was convicted last September of involuntary manslaughter, child endangerment, and recklessly starting the fire that killed 7-year-old Isabella and 10-year-old Cristos.Wednesday, victim impact statements were read aloud — including a statement by Lopez — before the judge sentenced Lopez to 12 years and eight months behind bars.“[The] defendant has completely and utterly failed to accept the consequences of his actions. These horrible deaths were completely avoidable. The defendants actions caused a lot of pain. Prosecutors say Lopez fell asleep with a lit cigarette that likely made contact with a defective cell phone, sparking the blaze. Lopez woke up to find his home on fire and tried to escape but passed out from the smoke, fire investigators said.His two children died in the blaze. Investigators say Cristos was burned to death and Isabella passed out from smoke inhalation and never woke up.Throughout the sentencing hearing Wednesday, heated moments erupted from Lopez's ex-wife and even one of the jurors."I told you if you continued on this path of reckless behavior something bad was going to happen. And guess what, it did," Nikia Lopez said. "Those kids are gone. You took my children." 1651

SAN DIEGO (KGTV) -- A nurse who works for the Las Colinas Detention and Reentry Facility tested positive for coronavirus Wednesday, the San Diego County Sheriff's Department says. According to the department, the nurse has been isolated at home. No other information was provided about the individual's condition at this time. The department says it has identified inmates and staff who may have come into close contact with the nurse. A total of nine employees are considered at low exposure risk. We have been providing comprehensive education to staff on how to reduce chances of exposure and infection. SAN DIEGO (KGTV) - A man in his 70s was found dead at Sunset Cliffs Thursday afternoon after being reported missing, police confirm. According to the department, the body was discovered just after 1 p.m. near Froude Street and Sunset Cliffs Boulevard. Images from the scene showed crews working to remove the body at the bottom of a cliff. Police confirmed late Thursday evening that the body was that of a man in his mid-70s who was reported missing by his wife. The death has been ruled an accident. Police have not yet released the man's name. 555

  

SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643
