SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) — An 18-year-old San Diego student who has already cemented her place in climbing has now grabbed a historic Olympic accolade.Sunday, Brooke Raboutou, of Boulder, Colo., qualified for the Tokyo 2020 Games to become the first-ever American to qualify for Olympic climbing, according to the U.S. Olympic Committee. The University of San Diego sophomore finished ninth in the combined qualification round at the IFSC Climbing World Championships in Hachioji, Japan, according to Team USA. She had the sixth-fastest time in the speed round and ranked seventh- and tenth in lead and bouldering, respectively.RELATED: Vista skatepark draws 2020 Olympic hopefulsThe Tokyo 2020 games will mark the first time climbing is included as an Olympic sport, following a 2016 vote to add the sport to the Olympic program.She was named to the first U.S. national climbing team earlier this year.In Tokyo, Raboutou will compete in the combined event, which includes competitions for speed, bouldering, and lead. Her final rank will be based on the results from all three events.U.S. athletes will have two more chances to qualify for the 2020 team. Next in the fall at the Olympic Qualifying Event and in 2020 during continental championships. The Tokyo games will take a maximum of two qualifying athletes from each country, featuring 20 athletes per gender.Raboutou has been competing from a young age, beginning her climbing career when she was 7 years old, according to Team USA. At 11, she became the youngest person in the world to complete a 5.14b-grade climb. She is also 2018's lead youth world champion, 2016 combined youth world champion, and 2017's combined youth Pan American champion. Raboutou skills come across as a genetic trait, as her parents were each multiple-time climbing world cup champions and her older brother is also an accomplished climber. SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. "We take this very, very seriously."Watch the SDPD press conference below:"It is very embarrassing to have to talk about the arrest of one of our own," Nisleit added.The chief said Ruvido has been suspended without pay as the investigation continues.On Wednesday, police received a Crime Stoppers tip through the via the Internet Crimes Against Children (ICAC) unit that multiple people may be soliciting sex from minors. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. SAN DIEGO (KGTV) -- A San Diego psychiatrist no longer has a license after authorities say he was intoxicated while practicing.According to the Medical Board of California, Marco Antonio Chavez’s license was suspended following an investigation.The investigation began after authorities say a patient reported that Chavez sent him a box of medication in 2017 that contained an empty vodka bottle.During one of several office visits, an investigator said Chavez appeared to be intoxicated.Documents show that Chavez told the investigator that his mother gave him a “Mexican home remedy to stop his drinking” which consisted of vodka and cloves. At a hearing, Chaves said he had two of the drinks that morning.During the visit, the investigator told Chavez he believed he was “so intoxicated that he could not practice medicine” and told two patients in the waiting room to go home.A test conducted by a San Diego Police officer shows that Chavez had a blood alcohol level of .216. SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services.The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. The proposed site is within a mile of both UC San Diego Medical Center and Scripps Mercy Hospital. In a statement, Scripps Health said it supports to bring this much-needed care to patients. 2151
