Carey Dean Moore, 60, a convicted murderer of two 47-year-old fathers in 1979, has become Nebraska's first execution by lethal injection.The execution by lethal injection — by way of a four-drug combination that's never been previously used in an execution — started at 10 a.m. Tuesday, as scheduled. He was declared dead at 10:47 a.m. Tuesday."This agency has done so with professionalism, respect for the process, and dignity for all involved," said Department of Corrections Director Scott Frakes in a press conference following the execution.The body will be remanded into the custody of the Nebraska State Patrol, he said, and an autopsy will be conducted.Ten witnesses observed Tuesday's execution: three inmate witnesses, a member of the clergy, four media witnesses, and two staff members.During the press conference, media witness Grant Schulte of the Associated Press recounted the details of Moore's final moments, as well as his final statement:"Just the statement that I hand-delivered to you already about my brother, Donny, and the innocent men on Nebraska's Death Row."Omaha World-Herald reporter Joe Duggan, another of the media witnesses, said Moore remained composed throughout the process."He certainly looked maybe slightly shaken. The gravity of what was happening to him was clear on his face and his expression," Duggan said. "But he was composed. His voice was clear when spoke. He clearly looked around the room to see who all was there, otherwise kind of kept his gaze toward the floor."The media witnesses said they were not able to see when each drug was administered during the lethal injection procedure. They said they were secluded from the other witnesses, and could not hear inside the execution chamber."There didn't appear to be any complications," said News Channel Nebraska reporter Chip Matthews, another media member selected to witness the execution.Brent Martin of Nebraska Radio Network was also a media witness to Moore's execution Tuesday. Martin, who has witnessed several other lethal-injection executions, said Moore's execution took "much longer." Duggan said it was recommended to the witnesses and those who assisted in preparing for an execution that they seek out someone they can talk to as they process what they have witnessed.Moore was sentenced to death for the 1979 shooting deaths of cabdrivers Reuel Van Ness and Maynard Helgeland in Omaha. Both men were 47-year-old fathers shot by Moore five days apart.Ahead of the execution, Moore was taken from his death-row cell at Tecumseh prison to the State Penitentiary in Lincoln and placed under a suicide watch in a medical unit there until his execution.As the execution proceeded, the prison went on modified operation status: Inmates were required to stay in assigned living spaces until the execution was over and all media and witnesses had left.Moore was escorted to the execution chamber and strapped to the table, at which point IV lines were inserted by the IV team, and a heart monitor secured.Witnesses were then escorted to their respective viewing rooms.A curtain was lifted so that witnesses could observe Moore had been prepped for lethal injection, then Frakes gave the order for execution to proceed.The warden checked for consciousness after the first round of drugs was administered before ordering subsequent substances administered. Once all four drugs had been administered, the curtain was lowered.The Lancaster County Coroner officially declared the death, out of sight of the media witnesses. (KGTV) - A Carlsbad high school teacher accused of "inappropriate conduct" is denying the allegations that has forced him out of the classroom for months.About two months ago, senior Rafa Fabito said his film teacher at La Costa Canyon High School, Speed Farris, was a no-show."I thought he was just absent," said Fabito.But that absence continued without an explanation -- until now. An email was sent home to parents earlier this week confirming Harris is currently assigned to the San Dieguito Union High School District's Administrative Office amid an investigation into allegations of "inappropriate conduct toward former students." Across the La Costa Canyon campus, there was a sense of disbelief."This doesn't jive with what his typical personality is like. I wouldn't expect this from him," said Fabito.Early this school year, student Mary Harris took a literature class taught by Farris."He liked to joke around but never made anyone feel uncomfortable. Just a happy, fine guy," said Harris.Some parents told 10News they were upset it took months for the school district to inform them. As for the teacher at the center of the probe, he agreed to talk to 10News. By phone, Farris told 10News he couldn't say much, but did maintain his innocence. "These allegations are false. They're unwarranted. I've cooperated with the district investigation as much as possible. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Mark Gordon says he has tested positive for the coronavirus, but has only minor symptoms.Gordon said Wednesday that he plans to continue working remotely.The Centers for Disease Control and Prevention recommends people who test positive for the virus isolate themselves for 10 days.Gordon said on Nov. 13 that Wyoming residents need to be more responsible about preventing the spread of the coronavirus.
