(KGTV) — Nine local couples will say their "I dos" at a South Bay car wash Friday.The couples are set to marry on Valentine's Day in a group ceremony at Soapy Joe's in Imperial Beach. The car wash will host the free ceremony with a 50-foot aisle featuring overhead vacuums booming into ceremonial arches, as LED lights and flowers surround the couples. House Speaker Nancy Pelosi on Monday released a new proposal that includes .2 trillion in spending, and sends direct payment of ,200 to most Americans.The proposal still costs more than the White House has said it would like, but is down from the .4 trillion stimulus plan House Democrats passed back in May.In addition to another set of ,200 direct payments to millions of Americans, House Democrats propose using 5 million for education, more funding for the struggling airline industry, and 6 million for local governments. The set of proposals would also include a 0 per week unemployment supplement, which expired at the end of July.“This .2 trillion Heroes Act provides the absolutely needed resources to protect lives, livelihoods and the life of our democracy over the coming months,” Pelosi said in a letter to House Democrats. “It includes new funding needed to avert catastrophe for schools, small businesses, restaurants, performance spaces, airline workers and others.”Last week, Treasury Secretary Steve Mnuchin confirmed that he and Pelosi agreed to relaunch negotiations on a stimulus plan.Earlier this month, Senate Republicans attempted to pass a “slimmed down” stimulus bill with a cost of 0 billion. House and Senate negotiators have struck a deal over?long-stalled legislation?to revamp the way sexual harassment complaints are made and handled on Capitol Hill, multiple congressional sources close to the process told CNN on Wednesday, likely assuring the bill's final passage this year.The bill will reconcile the House- and Senate-passed versions into one bill that overhauls the Congressional Accountability Act, which set up and oversees how sexual harassment claims are handled and -- for the first time -- will hold lawmakers liable for paying harassment settlements from their own pockets, rather than using US taxpayer money as had been done in the past.The breakthrough comes more than a year since the #metoo wave hit Capitol Hill and just in the nick of time. Had Congress been unable to reach agreement before the end of the year, each chamber's legislation that passed earlier in the year would have expired.The House passed its version in February. The Senate wrote its own bill, a vastly different version, in May and legislators have been working for the past seven months, in fits and starts, to compromise over the details.The final bill text has not been released yet and a formal announcement is forthcoming. Depending on how things pan out with the whole slate of must-pass items left on Congress' docket, the sexual harassment legislation could be attached to the spending bill or the Violence Against Women's Act extension or could be passed by unanimous consent on the floor.Whether lawmakers would be personally liable for paying harassment settlements had been a sticking point as the legislation?sat for months without a solution. A provision in the Senate's bill for members being to be held personally responsible said, unlike the House bill, that they must pay out of pocket only for sexual harassment, not for any awards that may be ordered for sex discrimination or any other kind of discrimination.Some had feared that could provide a loophole for members who are accused of harassment to settle with a victim for sex discrimination, knowing they won't be required to pay the settlement and it will instead come out of a US Treasury fund. 2186

In a fleeting moment, life can change dramatically. Two summers ago, Fred Quin was celebrating the 4th of July at his family’s lake cottage near Grand Rapids, Michigan. They loaded up the boat and headed to the sand bar.“I decided to go off the front of the boat, and that’s when it gets fuzzy,” Quin siad.Quin's girlfriend, Meghan Anderson, noticed Fred was acting strangely. She walked over to him and grabbed his shoulder.  He didn’t move.The group grabbed a raft, put it under Fred, called 911 and floated him to shore.  They were met by an ambulance.Within four hours, Fred was in surgery.  He'd shattered his C-6 vertebrae, causing his body to become motionless. "The surgery was to remove those pieces, put a donor bone in, put a plate in the front side, and on the back side put two rods going down my spine. And they fused my C-5 to C-7 vertebras," Quin said.The trauma doctor told Fred he would never walk again, and he would be in a wheelchair for the rest of his life.“It was devastating,” Anderson said.Quin wasn't giving up on his hope to walk someday, so he spent every day in therapy. With Anderson always by his side and after months of rehab, there was a sign of progress. Eventually, he began to regain feeling in his leg.“My first moment was my big toe on my left foot,” Quin said.Quin moved back home and started intense workouts at Detroit Medical Center's Rehabilitation Institute of Michigan (RIM).“Fred’s determination is what makes you make it enjoyable to come to work,” RIM Physical Therapist Kyle Weishaupt said.They have been putting Fred in a wearable motorized machine that helps increase strength and endurance during workouts.“With the robot, the Exoskeleton, and me, we can get him up, and we can do over 1,000 steps in one session,” Weishaupt said.As the steps progressed, so did Quin and Anderson’s relationship. On their eight-year dating anniversary, they returned to the water for a pontoon ride, and Quin proposed.“The next goal is to walk down the aisle with Meghan with just with one crutch,” he said.On May 12, Meghan became Fred’s bride, and he accomplished his biggest goal.He walked down the aisle on his wedding day — fulfilling his dream and sharing his special day with family and friends. “Whether it’s exactly how we wanted it to happen or not, that’s not what matters. It's that we’re doing it together, and we’re happy," Meghan Quin said. After the honeymoon, the Quins plan on getting back to their life and setting new goals for their future. His next big challenge is to master walking in the grocery store.  2673
