BEIJING, Jan. 11 (Xinhua) -- A Senior Communist Party of China (CPC) leader Tuesday said government and Party officials should make more effort to deal with petitions and resolve public grievances.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing, where officials discussed work on petitions this year.Despite a drop in petition numbers last year, China would still face a lot public petitions this year since some people still had living difficulties while there were still too many social management problems, Zhou said.Government officials and Party cadres, particularly those at city and county levels, should meet petitioners in person and handle their appeals on a one-on-one basis, he said.Greater efforts must be paid to address unresolved petitions within a time limit, and to prevent more petitions at root by avoiding risks to stability in making policies, said Zhou, who is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.Zhou said the government must not simply reject public petitions and should instead meet people's legitimate demands in petitions.Petitioners who disrupt public order should be handled in accordance with the law, he said.

BEIJING, Jan. 18 (Xinhua) -- China's Ministry of Civil Affairs (MCA) channeled more than 1 billion yuan (about 151.8 million U.S. Dollars) raised by the lottery to public welfare programs in 2010, according to a statement issued by the MCA Tuesday.China's government-run lottery raised 30 billion yuan for public welfare funds in 2010, according to the MCA.Half of the funds were allocated to welfare projects administered by central authorities, including the MCA, and half to welfare projects organized by local governments.The quota for the MCA to use at its own discretion was 1.053 billion yuan, which was mainly directed for improving the welfare of the aged, the disabled, children, and those impacted by natural disasters.Of the 1 billion yuan, 604 million yuan went to providing care and rehabilitation to the aged and the disabled.Additionally, 417 million yuan went to welfare programs for children, including providing care and rehabilitation to disabled orphans, children suffering cerebral palsy, AIDS-impacted children, and providing shelters to homeless juveniles, among others.The rest of the fund went to government procurement of social services, and retrofitting incineration and burial infrastructures in the underdeveloped west and central regions.

  

BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers Index (PMI) of China's manufacturing sector rose to 55.2 percent in November, up 0.5 percentage points from October, the China Federation of Logistics and Purchasing said Wednesday.The figure marked the 21th straight month that the index was above the boom-and-bust line of 50 percent.The PMI includes a package of indices to measure performance of the country's manufacturing sector. A reading above 50 percent indicates economic expansion, while that below 50 percent indicates contraction. 

  

BEIJING, Dec. 9 (Xinhua) -- China's top economic planner said Thursday that prices for agricultural produce and materials continued to fall from Nov. 29 to Dec. 5, with some varieties seeing big drops. Food prices monitored in 36 major cities fell 0.2 percent from the previous week, said the National Development and Reform Commission (NDRC). Vegetable prices fell the most, with wholesale prices dropping for the fourth consecutive week and 16 out of 18 staple vegetables falling in price from early November, it said. Radish prices went down 32 percent, Chinese cabbage 28.6 percent, and rape 27.3 percent. Prices of lettuces, cucumbers, celery, cabbages and eggplants all dropped by more than 20 percent. Meanwhile, vegetable prices in 18 of the 36 cities were down by more than 15 percent on a monthly basis, said the NDRC. Prices in Lanzhou, capital of northwest China's Gansu Province, went down 35.8 percent, those in Xiamen, southeast China's Fujian Province, fell 31.9 percent, while in Haikou City, capital of Hainan Province in south China, prices dropped 27.2 percent. Also, prices in eight cities, including Shenyang, Shenzhen and Ningbo, were all down by more than 20 percent. Prices of production materials fell for a third consecutive week, according to the NDRC. Compared with the previous week, prices of major production materials fell 0.4 percent, up 0.3 percentage points. Urea prices moved down 1.5 percent week on week, while natural gas prices dropped 1.3 percent week on week. Prices of aluminum fell 0.8 percent, and those of rubber were down by 0.2 percent. Official figures showed that the country's grain output rose 2.9 percent year on year in 2010 to 546.41 million tonnes, marking the seventh consecutive year of growth for China's grain output. Food prices account for about a third of the weight of China's consumer price index (CPI), a major gauge of inflation, and the falling prices in farm produce and production materials are expected to ease some inflationary pressure. China's CPI rose to a 25-month high of 4.4 percent year on year in October and the hike was largely attributed to a 10.1 percent surge in food prices. The National Bureau of Statistics (NBS) said it would release the November CPI figures on Saturday. Enditem
