TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

WENZHOU, Zhejiang, Aug. 31 (Xinhua) -- At least 246 tourists remain stranded on an island in east China's Zhejiang Province Tuesday as tropical storms and a typhoon cut off ship ferrying services Monday, local authorities said.The tourists, including six Russians and 26 students, have to stay in hotels in Nanji Island, a popular tourist destination in Wenzhou City of Zhejiang, after local transport authorities suspended ship services Monday due to strong gales triggered by two approaching tropical storms and typhoon Kompasu.Officials have said that room charges have been cut by up to 86 percent, to 40 yuan (5.9 U.S. dollars) per day, for the tourists. Also, local government workers are trying to help the Russians solve visa problems and book new flight tickets.Ship routes are expected to reopen after the wind weakens.
