SAN DIEGO (KGTV) — The cities of Escondido and La Mesa are taking measures to help restaurants expand outdoor dining after a rollback of indoor dining in the county due to surging coronavirus cases.Starting Friday, Escondido will reduce traffic to one lane in each direction on Grand Avenue, between Maple Street and Juniper St., to allow restaurants to expand temporary outdoor seating. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The floral tributes shut down by the pandemic, blossomed into reality Memorial Day at several national cemeteries.Susan Williams first met Gregory Torres in 1973 while he was in the Air Force navigator training program. While the relationship didn't last, she never forgot him."Funny, smart and dedicated. One of the best people I've ever known," said Williams, 71.In 1978, while stationed in Germany, Captain Torres died when his plane crashed during a training flight. He was buried at Fort Rosecrans National Cemetery.Williams, who lives in South Carolina, had plans to visit his grave this Memorial Day before the pandemic hit.Covid-19 also turned the usual local services virtual. The flags laid out by the cemetery and flowers put out by a national nonprofit wouldn't happen this year."It made me feel crummy. He should be remembered in some way," said Williams.Enter Jenelle Brinneman, a Valley Center florist who started a Gofundme campaign. After a 10news story, the campaign took off. SAN DIEGO (KGTV) -- The non-profit organization Border Angels hosted its 32nd-anniversary dinner on Saturday. The dinner raises money to help continue providing the services they offer to immigrants in the community, including water drops for border crossers, legal services, and shelter. The migrant caravan and the upcoming election were hot topics of conversation during the dinner. This year the organization honorees were Margarita Zavala, Kirsten Zittlau and Jacqueline Arellano. Zavala and Zittlau are attorneys. Arellano is the water drop coordinator for Border Angels. Border Angels' founder Enrique Morones tells 10News that he decided to honor women this year. He also encouraged everyone to go out and vote on November 6th saying the president is sending the wrong message about immigrants. Guests at the event also reacted to President Donald Trump deploying the military to the border. At a campaign event, the president was not backing down, saying migrants need to come to the U.S. legally.   1051
