CARSLBAD, Calif. (KGTV) -- If there's anyone in Carlsbad that knows food, it Cheri Poulos. Poulos is the founder of Carlsbad Food Tours, a tour that gives locals and tourists a taste of the city. Poulos has a blog where she writes about the best places to eat in the city. The food lover offers two different types of tours, one called the Taste of Carlsbad and one called the Indulgence Food tour. Private tours are also available. 10News went along with Poulos for one of the food tours. The first stop was at Gregorio's Italian Kitchen, known for giving back to the community. At one point, the restaurant donated all of their proceeds to the Boys and Girls Club. From Gregorio's the tour continued to Caldo Pomodoro, home to what some call the best garlic bread in the county. Portraits of Caldo Pomodoro's owners hang over the entrance of the restaurant. The restaurant's founders are a borther and sister duo, Fran and Gina. Fran was a Hollywood hairdresser and pictures of his clients adorn the walls of the restaurant. Fran has since passed away, his sister Gina now runs the restuarant. The tour also includes some stops at several sweet spots, including a gourmet donut shop called, The Goods. The Goods is the sister restaurant of Cafe Topes, a staple in town known for their cinnamon rolls. Both locations are run by the Barille family. The tour then continues to Gelato Love, a family-run gelato shop. The shop is owned by Paola Richard and her cousin, Christina. Gelato Love is the only shop in the entire country that doesn't use any added sugar, only sugar from the fruit itself. The tour also stops at other local favorites like Vigilucci's Gourmet Market, Witch Creek Winery and Humble Olive Oils. The tour operates daily, seven days a week. CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

Calls are growing to defund the police. For some advocates, that means divesting from law enforcement in favor of supporting communities. Others want to dissolve departments entirely. Both ideas center on reimagining policing as we know it.“I definitely think there are partnerships to be made and there's opportunity to be had, but that reimagining really first comes with having the resources to dream,” said Isaac Bryan, Executive Director of the UCLA Black Policy Project. “Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing.”Bryan says he'd like to see more discussions about restorative or transformative justice and alternatives to incarceration.Bryan says Minneapolis has opened the door for these conversations. The city council there is actively working to disband police, despite pushback from the mayor.An advocacy organization gives us a better idea of what that might look like.MPD150 says first responders should be mental health providers, social workers and other community members. It argues law and order would be better served through education and services that low-income communities typically lack.That's something Bryan agrees with, pointing to the high arrest rates of those experiencing homelessness in Los Angeles.“We're using our resources the wrong way and that's a clear-cut example that I think folks in this city and in large municipalities can think critically about,” said Bryan. “What if we used that money to build housing, or to feed folks, or to provide other pathways to opportunity.”Former vice president and current Democratic presidential nominee Joe Biden says we don't need to cut funding but increase it.
