SAN DIEGO (KGTV)— The San Diego Police Department's Eastern Division opened up their “Trunk or Treat Haunted Station” to more than 500 kids the Skyline neighborhood. Officers and community members helped to transform the station, and students from Morse High School played monsters in the haunted house. The tradition began four years ago, with the goal of connecting the community with law enforcement.  “It’s so safe. It’s so fun. The kids are having a blast,” one woman said, as her cousin played with the police equipment on display.Outside the station, sponsors gave out candy and snow cones. Officers allowed Trick-Or-Treaters to tour the inside of a SWAT vehicle and ride a police motorcycle. “When I was a child, we didn’t have a place like this to come to,” one woman said, as her grandchildren played inside the SWAT vehicle. “As I was growing up, they would say 'Don’t eat the candy. Things are unsafe.' But we’re so glad to be here because we know our kids are safe here.”Residents said this was exactly what the community needed-- An experience that not only keeps the streets safe, but builds good relationships between residents and law enforcement. “A lot of the kids said, 'I want to be a police officer when I grow up.' SAN DIEGO, Calif. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. SAN DIEGO (KGTV) - A sailboat damaged the USS Midway Sunday.The mast of the sailboat collided with a safety net attachment on the front port-side ‘horn’ of the ship. The crash happened shortly after 2 p.m. according to Harbor Police.The mast of the sailboat snapped off. There was minor damage to the safety nets of the Midway.“I thought something fell off the flight line, I didn't think a boat would crash into the Midway,” said Craig Wiener, who was touring the Midway at the time of the crash. “We were looking out the little port windows, and you see the mast falling off into the water."Harbor patrol says no charges are expected and attributed the crash to inexperience on the part of the person steering the sailboat.  Eight people were onboard the sailboat, and none of them were hurt.“He didn't realize how close he was and how tall his mast was and it was too late and the wind pulled him in,” Wiener said. 945

Wednesday, community leaders and elected officials announced the creation of a new regional task force to tackle the root causes of the inequities.The coronavirus did not create society's inequities."But it has definitely exasperated them, and it has highlighted them," San Diego County Supervisor Nathan Fletcher said.That is why community leaders announced the creation of the new Regional COVID-19 Task Force for Equitable Recovery. They will work with elected officials to tackle the underlying problems that lead to inequities such as job, food, healthcare, and economic losses, felt by many San Diegans of color."You are valued," National City mayor, Alejandra Sotelo Solis, said in the Zoom announcement. "You have made a contribution to our community, and we want you to stay healthy.""The elected officials will then shoulder the obligation to take their recommendations and suggestions and translate them into policies that can be introduced for a vote to make the change real," Fletcher added.A newly released SANDAG report found that when compared to the white population, Black and Hispanic people are more than four times more likely to live in areas that have been impacted both by COVID-19 and unemployment.New San Diego County numbers show that while Hispanics and Latinos make up 34% of the county population, they account for 67% of the county's positive coronavirus cases."Not one community needs the testing, tracing, and treatment," JoAnn Fields with API initiative said. "But it needs to be on an equal level so that we are all protected as a whole community."The task force hopes to close the understanding, trust, access, and resource gap felt by people of color, in a proactive way. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017.
