SAN DIEGO (KGTV) — The Port of San Diego will begin its first over water testing of lighting on the San Diego-Coronado Bay Bridge, as the Port continues efforts to install lighting across a portion of the bridge.The testing will start on Sunday, Nov. 8, and continue to Saturday, Nov. 14, from 6:15 p.m. to midnight.The testing will include 170 computer-programmed LED lights and controllers temporarily installed on three of the bridge's tallest columns near the center of the structure. Each night, a live technical test will be conducted in different colors, combinations, sequencing, and arrangements."This bridge lighting test provides San Diego a unique opportunity to see what’s possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront," said Commissioner Marshall Merrifield, Port of San Diego Board of Port Commissioners. "Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline."The testing will see periods of darkness as other aspects are being tested, so the lighting won't be constant illuminated.The upcoming testing is the second test of the project. SAN DIEGO (KGTV) - This week, Team 10 was given an exclusive look inside a controversial nonprofit North County horse rescue, after it announced in April it was shutting down. 10News Investigative Reporter Jennifer Kastner interviewed the founder, who claims that both she and the horses are victims in this tragic ending.“I've always said I thought this should be a movie or a show because it's more dramatic than anything you see on television,” says Michelle Cochran of HiCaliber Horse Rescue in Valley Center.RELATED: Questions of fraud and abuse at prominent horse rescue in San Diego CountyWith her “f-bombs”, tattoos and piercings, Cochran is the black sheep of horse rescue. Yet beneath the tough exterior, she feels crippled over the fate of her highly criticized nonprofit. Even after announcing its closure in April, Cochran says she is still overwhelmed by cyberbullies who track her every move.“[They want to know] where I'm going, what I'm doing, how I’m doing it and what I'm dressed like. Did I gain weight? Did I lose weight? What does my makeup look like? My teeth? Did I get a nose job? A boob job? Nothing is off limits," she explains.Just this Thursday, 10News saw a meme posted on Facebook, attacking Cochran.10News’ first visit to HiCaliber Horse Rescue was in February when Cochran was embroiled in accusations of fraud and abuse. She would post videos at horse auctions, begging for money to buy sickly livestock that she said would otherwise ship to slaughterhouses in Mexico. After collecting donations, horses would come home with her. Some would be rehabilitated. Others were shot.“You're accused of buying horses that can't be saved, raising money to save them and then shooting them,” we told her in February. She replied, “It costs money to save them. It costs money to diagnose them. It costs money to haul them. It costs money to get their body removed."Gunshot euthanasia is legal in California. Cochran claims it's cheap, quick, easiest on horses, and more compassionate than sending them to slaughter. However, her critics have ripped her apart for her practices and the property's conditions.In February, horse trainer Abby Kogler told us, “We’re against getting horses from the abusers and then taking trusting people's money who think they're saving horses from this nonexistent slaughter pipeline and then they're just put down.”Despite arguments from some people that Cochran was stealing donor money, tax records appear to reveal that 96% of the ,017,523 brought in over a year, went to operational expenses.Even though a county investigation came up mostly clean, HiCaliber's reputation was still ruined from the social media frenzy.“There was really no option but to close down because we were assumed to be guilty before anyone gave us the chance to be innocent,” says Cochran.She tells us that donations dropped by more than 65 percent and volunteers dropped by 85 percent. While she’s managed to adopt out more than 50 horses, she still has more than 100 horses to find homes for. The problem is that there are reportedly very few takers.“It's a struggle but it's what I signed up for,” she adds.San Diego County Code Enforcement will continue to fine HiCaliber Horse Rescue if it doesn't keep reducing its horse population. The next milestone placed on the rescue is to reduce to 113 horses by the end of July.Cochran adds,” The real enemy here is slaughter. If you're trying to fight the battle of keeping America's horses out of the slaughter pipeline, you have to consider euthanasia as one of the answers to the problem.”The California Veterinary Medical Board is still conducting an investigation into the practices at HiCaliber Horse Rescue.Cochran says she’ll reconsider keeping the rescue open if she can find a donor to buy the ranch or help the nonprofit find a more affordable location.Correction: An earlier version of this article reported that San Diego County Animal Services will implement the fines. SAN DIEGO (KGTV) — The White House insisted Thursday that the CDC and the public will continue to have access to hospital data related to the COVID-19 pandemic, trying to quell concerns after the Trump administration directed a private technology firm to collect hospital data instead of the nation’s premier public health agency.Since March, the CDC has been collecting data from hospitals on bed space, COVID tests and other key metrics, like the availability of personal protective equipment, ventilators, and certain drugs.White House Press Secretary Kayleigh McEnany said Thursday the CDC-run system, the National Healthcare Safety Network, was only capturing 81 percent of the nation’s hospitals.She said the new system, run by TeleTracking Technologies, will provide a more complete picture with faster reporting to the White House Coronavirus Task Force. Hospitals began sending data to the new database on Wednesday.“The intent of this is we need to make sure there is daily data given to Dr. [Deborah] Birx and others running point on Remdesivir and identifying hotspots,” McEnany said.The change comes at a time when President Trump has sparred with the CDC over school reopening guidelines, but CDC Director Dr. Robert Redfield said he supported the move.However, critics see the move as the latest effort by the president to politicize science. Four former CDC directors wrote an op-ed in the Washington Post this week raising concerns about the president's efforts to "undermine" the Centers for Disease Control and Prevention.“I see this as a big red flag. CDC has been sidelined throughout the response,” said Dr. Richard Besser, the former acting director under President Barack Obama.Dr. Besser told ABC News the hospital data should be kept with the nation’s premier health scientists, although he acknowledged the CDC database had limitations.“The data systems have to be improved. They've been underfunded, but why set up a system that bypasses the nation's public health agency? It doesn't make sense and it concerns me about the influence of politics on what should be good public health science,” he said.McEnany said the CDC would still have access to the data along with the public, although the last update posted to the CDC website is from July 14.Hospitals report data to the federal government in different ways. In some cases, hospitals manually input information to the federal database. In other cases, hospitals report data to the state or another intermediary, which passes the information along.Scripps Health said it reports COVID-related information through an intermediary, the California Health Association, so the federal database change hasn’t affected its hospitals.Sharp Healthcare and Palomar Health said the transition to the new system has been smooth on their end.“We haven’t had any problems uploading our data,” said Palomar Health spokesman Derryl Acosta. 2914

SAN DIEGO (KGTV) — There are currently 34 active COVID-19 outbreaks at skilled nursing facilities (SNFs) across San Diego County.Dr. Wilma Wooten, the county’s public health officer, said from March 25 to Aug. 18, there were hundreds of cases reported at SNFs.“We have 86 skilled nursing facilities throughout the County of San Diego. In total, there have been 788 residents, and 515 staff members with laboratory-confirmed COVID-19 and this includes 153 deaths,” she said Wednesday.It’s a trend across the country, and as the nation deals with the pandemic, SNFs are reporting financial hardships.A recent survey by the American Health Care Association and the National Center for Assisted Living of 463 nursing home providers across the nation revealed that many say they’re facing a financial crisis.More than 55% reported operating at a loss, while 72% said they won’t be able to sustain operations for another year at the current pace.The report shows that most of the financial troubles were linked to the increase in costs due to COVID-19, including additional staffing, more personal protective equipment (PPE), and testing.“It could have and should have been avoided by simply adequately staffing and having appropriate PPE,” said Mike Dark, an attorney with California Advocates for Nursing Home Reform.For decades, the nonprofit based in San Francisco has fought for rights and better conditions for long-term care residents and their families in California.“At the beginning of this pandemic, nursing homes across the country had such terrible staffing and such thin PPE simply because money wasn’t being spent where it should have been,” said Dark. “It’s really up to the regulators to understand all the different sources of profit for nursing home owners and to make sure that when they hear that there’s just not enough money to pay for staffing or PPE, they really understand where those taxpayer health subsidy dollars are going.”He said the issues have been going on long before the pandemic. To avoid a disastrous situation in the future, Dark says changes need to be made at SNFs across the country immediately.“What nursing homes need to do, is staff up, train their staff, and make sure staff are adequately paid.
