SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. He pleaded guilty to attempted murder and use of a firearm with bodily injury. 1362

SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. SAN DIEGO (KGTV) - A man who was injured in a fire above a business near Belmont Park in Mission Beach has died.The San Diego County Medical Examiner's office announced the death of 36-year-old Aaron Porter, Wednesday evening.For the last 20 years, Richard Ghozul has worked at Kojack's Greek and American Food, and has lived in the upstairs apartment. Tuesday morning at around 6 AM, the 70-year-old was fast asleep until flames began crackling above his ceiling. “My apartment [is] gone, everything," Ghozul said. With the help of a lifeguard who ran into the apartments, Ghozul barely made it out alive. But Aaron Porter, the man who just moved in next door, did not. According to the County Medical Examiner, Aaron Porter died at UCSD Medical Center after suffering major thermal injuries.“He is always busy. He works on the fishing boat," Ghozul remembered of Porter. “I’m very sad for him.  Too much smoke happened to him.”Early mornings and late nights, Porter worked at Aztec Sportfishing. SAN DIEGO (KGTV) – A sailor who was rescued at sea off San Onofre State Beach in San Clemente was taken to San Diego by the Coast Guard Monday.The man called Joint Harbor Operations in San Diego about 11:20 a.m. to report his 18-foot boat was taking on water 12 miles offshore.“I tried a couple of things to fix the problem and couldn’t figure out where the water was coming in from,” Gillest said.He was able to radio the Coast Guard for help, who sent a helicopter crew to rescue him.“I was in contact with the pilot. He said if the stern starts going underwater, its time to get away from the boat,” Gillest said.  “The uncertainty was when I was getting out to me, watching it fill with water, I was like who’s going to get out here? Am I going to be in the water before anyone gets here?”By around 12:45 p.m., the boat began to sink and Gillest was forced to jump into the water. Gillest, who is retired military and a strong swimmer, says he was in the water for about 10 minutes.The Coast Guard deployed a rescue swimmer and basket into the water, who was able to reach Gillest, put him into the basket, and hoist him up into the chopper. “Not really scared because I know the coast guard guys and they’re awesome,” Gillest said, “Everything went textbook.” 1282
