SAN DIEGO (KGTV) — San Diego Police spent several hours Sunday trying to talk a man down after he climbed Belmont Park's Giant Dipper roller coaster and refused to come down.Police said officers and San Diego Fire-Rescue personnel were called just before 1:30 p.m. to reports of an 18-year-old male who had climbed the amusement park's fence and up to the top of the coaster. SDPD's Psychiatric Emergency Response Team spent several hours trying to talk the man down.The man came down from the roller coaster around 7:45 p.m., before grabbing a tarp and making his way back up. Shortly after 8:30 p.m., he crossed over to a nearby roof. SAN DIEGO (KGTV) -- Several University Heights residents are searching for a parrot they say flew out of their home and hasn’t been seen since. According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

SAN DIEGO (KGTV) -- Small businesses that take the government up on its low-interest loan proposal may not end up paying any of the money back under certain circumstances. As part of the Coronavirus economic stimulus bill in Congress, the Federal Government would make available upwards of 0 billion in low-interest loans of 2.75 to 3.75 percent for many businesses under 500 workers. The loans would help employers who are suffering amid the economic shutdown stay afloat in the short term. Additionally, for businesses that maintain payroll or meet certain hiring requirements, the government may forgive the loan entirely. "This could be a vital safety net for many of these companies that might close, and for their employees who might not have any other source of income during this painful period," said Lynn Reaser, chief economist at Point Loma Nazarene University. Small businesses and workers in San Diego have been hit hard amid the outbreak. The San Diego Workforce Partnership estimates 350,000 employees could be laid off, many from service sector jobs that don't have the option to work at home. Those jobs are largely in retail, accomodation, and restaurants.At The French Gourmet in Pacific Beach, owner Michel Malecot says sales are down 90 percent and that the restaurant and its catering business have lost 0,000.
