"We have offered condolences to the victims on many occasions."What China has in mind in approaching the incident, in which 46 South Korean sailors died after their warship sank in March, is maintaining peace and stability on the Korean Peninsula, he said.China attaches importance to the joint investigation conducted by South Korea and other countries and the reactions of various parties, and will take its position on the basis of truth and facts, he added.China appealed for calm on the part of the concerned parties so as to avoid a further escalation of tension and even conflict, he said.The Chinese premier said China understands the current difficult situation President Lee Myung-bak and the South Korean government are facing.China will seek information from various sources and seriously study it before making clear its stand in "a fair and objective manner," he said."We will adopt an impartial position," he said. BEIJING, April 15 (Xinhua) -- The Chinese government said Thursday it plans to increase the land supply available for residential property, in a bid to guide the country's runaway property market into more healthy development.China will supply 180,000 hectares of land nationwide to build houses this year, excluding the Tibet Autonomous Region, compared with an area of 76,461 hectares in 2009, the Ministry of Land and Resources (MLR) said.Areas for low-cost housing, renovated shanty houses and small- and medium-sized apartments will be allocated more than 70 percent of the total land supply, the ministry said.In breakdown, areas for small- and medium-sized apartments alone would reach 80,431 hectares this year, exceeding China's total land supply in 2009.Some 35,786 hectares would be allocated for renovated shanty houses, accounting for 19 percent of this year's total land supply.Areas for low-cost housing, consisting of affordable housing and low-rent housing, would be given 24,454 hectares, more than double the 2009 figure.The central government vowed to build three million low-cost apartments for low-income families and renovate 2.8 million shanty houses at the Third Session of the 11th National People's Congress in March this year."We merely need 12,000 hectares to meet the goal set by the central government to build the three million low-cost apartments, well below this year's planned land supply for this part," said Liao Yonglin, director of the department of land use management of the MLR.

DAR ES SALAAM, May 5 (Xinhua) -- "China-Africa new strategic partnership has currently reached a new level, however there is still a necessity for the partnership to be expanded and strengthened as the situation is developing," Liu Guijin, special envoy of the Chinese government on African affairs, told Xinhua here on Wednesday ahead of the plenary session of the 20th World Economic Forum on Africa.Liu said that the "eight new measures" announced by Chinese Premier Wen Jiabao at the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egypt in November pointed out the favorable direction in the next three years to enhance China-Africa cooperation."First, expand the current China-Africa economic and trade cooperation, which has achieved great progress in recent years. The bilateral trade volume surpassed 106.8 billion U.S. dollars in 2008.
