BALDWIN, La. — New details are emerging as law enforcement investigates the death of a 15-year-old boy who died under suspicious circumstances in Louisiana.KATC obtained police reports from Oct. 30 when the teen, Quawan “Bobby” Charles, was reported missing from his home in Baldwin and was found dead four days later near Loreauville.Records show that Charles’ mother contacted the St. Mary Parish Sheriff’s Office around 8:10 p.m. on Oct. 30 to report that her son was missing. The mother stated that her son did not come home and had on a West St. Mary High School jacket.SMPSO then dispatched an officer with the Baldwin Police Department to the 600 block of MLK Street in Baldwin.At 8:45 p.m., BPD spoke with Charles’ father and mother who said that he was last seen at around 4 p.m. Police then entered Charles’ name into the National Crime Information Center, which is a nationwide database used by law enforcement to locate missing persons, as a missing juvenile.According to a police report from BPD, Charles’ mother said that she was not present at the time that he went missing because he was staying with his father because the two did not live together. Charles had only recently been allowed to stay with his father for the two weeks prior to his disappearance.Charles’ father told police that he went to the store around 4 p.m., but after returning a few minutes later, he attempted to knock on the door to Charles’ room several times without a response.The father told police that he then used a tool to gain entry into the room and discovered the teen was missing.Both parents told police that Charles had not been a problem at home but had been placed on a curfew by the 16th Judicial District Court because of disciplinary problems at school.The parents told police that Charles did not have any friends and had never left home before without them knowing about it.The police state in the report that there was a football game taking place at West St. Mary High School in Baldwin as well as an event called Boo on the Bayou in Franklin. Charles’ father told police he would begin searching those areas. However, he later contacted SMPSO and said he was not able to locate Charles’ at either location.This is when police entered Charles’ name into the NCIC database as a missing juvenile while being on the lookout for him.Charles’ mother then told police that she would be heading back to her home in Youngsville to check and see if he had returned there.Charles was found dead four days later on Nov. 4 in a rural area off Ed Broussard Road near Loreauville. Since then, some family members are claiming Charles was murdered, and believe police ignored their initial cries for help.The family tells KATC they were told by investigators that Bobby drowned, but that they don't believe that. They cite a graphic photo of his body circulating online.Family members also say Charles left his home with a 17-year-old friend and the teen's mother without permission.Several dozen people, including Bobby's family, people from the community, and an organization called Stand Black, gathered on the courthouse steps Wednesday evening. They're demanding a thorough investigation of the case.The Iberia Parish Sheriff's Office is handling the investigation. Deputies have not said if Charles was killed. IPSO says it's being investigated under suspicious circumstances. As the counting of ballots continue, one trend is emerging: the final result will be close. A potential consequence of that will be a recount. Perhaps in one state or in multiple states. For example, in Arizona, an automatic recount is triggered if the margin between candidates is less than or equal to 0.1 percent of the votes cast. In Georgia, candidates can request recounts if the margin is no more than .5 percent of total votes cast.DO RECOUNTS CHANGE ANYTHINGAccording to FairVote.org, recounts rarely change races. Since 1980, there have been 5,778 statewide elections.There have only been 31 completed statewide recounts.Only three have been overturned because of a recount.Perhaps the most famous recount of all was in Florida in 2000.But the 2000 Florida Recount only shifted the final margins by 1,247 votes or 0.02%In a recount in Wisconsin in the 2016 Presidential race, the final margin only changed by 571 votes. At least 48 people were shot within a 24-hour span on Sunday in New York, capping off a violent Fourth of July weekend, police said.Among those shot, 10 of them were fatal.Since Friday, there were 63 victims of gun violence, continuing the rising trend this summer.Most of the shootings were on Sunday, though there were a number of incidents on Saturday, including one in which no one was hurt. Police opened fire in Astoria, Queens on Saturday night when they spotted an individual shooting at someone else. A suspect was taken into custody in that incident.Police also witnessed violence first hand outside the 40th precinct in the Bronx Saturday night. A bullet pierced the front window of their marked cruiser.While in Brooklyn, a flaming firecracker was tossed inside a patrol car with an officer sitting inside.In a pair of tweets from Manhattan police commanders, the chiefs called out city leaders, saying the city is under attack, and they are demanding action.Former police commissioner Ray Kelly criticized Mayor Bill de Blasio for limiting anti-crime units as “crime is raging out of control in New York City.”Police are searching for suspects in multiple shootings.According to the NYPD, there were 575 incidents with 705 victims from Jan. 1 through July 4 of 2020. There were 369 incidents with 423 victims in the same time period last year. As wildfires rage across the western part of the country, firefighters are doing their best to contain the flames and prevent further devastation. Most of the fires are burning in areas that haven't seen a wildfire in a long time, making the loss of life and land even worse."It's been difficult. This is becoming all too common. Another record-breaking, severe, unprecedented fire season here in Colorado. And this was the largest forest fire in the White River National Forest history," said Forest Supervisor Scott Fitzwilliams, speaking about the Grizzley Creek Fire. Fitzwilliams says not all wildfires cause complete destruction. In fact, many provide some crucial ecological benefits. Take the big horn sheep who live in the forest. "Their defense mechanism is those big eyes on the sides of their heads so they can see predators coming. And so, they will abandon a habitat when there's too many trees and too much brush and so in many areas of the canyon, this fire improved big horn sheep habitat," said Fitzwilliams.The Grizzly Creek Fire also burned the top of a canyon, helping the habitat for elk and deer. A silver lining to the Grizzley Creek Fire, which also charred creeks that provide drinking water for an entire town in Colorado and was unexpectedly slowed by an early snowfall in the area.At Sequoia and Kings Canyon National Parks in Central California, fire officials conduct what they call "prescribed burns.""A prescribed burn is literally us giving a prescription to the forest," said Mike Theune, Fire Information Officer for Sequoia and Kings Canyon National Parks. Prescribed burns are slow and steady, clear out unnecessary brush and naturally revitalize a forest, he says.Theune and Fitzwilliams say, for more than 80 years, fire services across the country used to put out any and all fires, even if they occurred naturally, such as from lightning."[In the] early 1900s when forest service came into view and smokey bear and we thought we needed to put out all the fires and we did. And we did a great job of it and Smokey Bear was the best spokesperson we could ever ask for but what that did is significantly change the landscape as far as the density of vegetation," said Fitzwilliams."We need to restore that ecosystem to what those natural levels are and one of the ways we can do it is through a very measured and very managed scientifically based approach to prescribed burning," said Theune.Theune says not all national forests in the country need prescribed burns as there are some states that deal with too many forest fires. National parks and forests officials say it's important to evaluate each individual ecosystem's needs in order to preserve their beauty for years to come. 2730
