SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom has signed legislation banning two dozen toxic chemicals from being used in cosmetics — making the state the first in the nation to prohibit the use of the hazardous ingredients for that purpose. The Toxic Free Cosmetics Act bans 24 chemicals starting in 2025. It was authored by Democratic Assemblymember Al Muratsuchi, who called it a landmark bill. He says the chemicals are known to cause cancer, reproductive harm and hormone disruption. The chemicals banned are known to cause cancer, reproductive harm, and hormone disruption, Muratsuchi said. All the chemicals have already been banned by the European Union, but California is the first U.S. state to prohibit the materials.Another piece of legislation signed by Newsom requires companies to disclose possibly harmful ingredients being used in personal care products. 888

Retailers pulled some name brand dog food from store shelves after a euthanasia drug was found in several products."I was a little surprised, but at the same time you hear all sorts of stuff about what is and what isn't in dog food," said Sam Porach, pet owner.The FDA started an investigation after a TV station tested several cans of Gravy Train dog food and found 60 percent contained pentobarbital, a drug used to euthanize animals, found in some products."It's a tranquilizing drug that is sometimes used by veterinarians in animal shelters to reduce anxiety in animals and ultimately put them to sleep," said Jackie Bowen, the executive director of Clean Label Project.The Clean Label Project is a non-profit aimed at educating people about toxins in products, including pet food."This industry needs to do a lot more testing and be a lot more critical of the ingredients used in its products," said Bowen.The J.M. Smucker Co. owns the brands in question including Gravy Train, Kibble 'N Bits, Skippy and Ol' Roy.  The company is investigating how pentobarbital got into the supply chain."One possible way is through contaminated ingredients," Bowen said.Between recalls and reading labels, pet owners are left trying to navigate what's really safe."Try to go all natural type yah know baked treats and stuff," pet owner Ryan Searle said."I feel like there's been a pretty big movement lately on knowing what's in your dogs' food and having higher quality foods," Porach said.Smucker's said the low level of the drug found in the food does not pose a threat to pets, but admit it's not acceptable. ROSARITO, Baja Calif. (KGTV) - Mexican officials have rearrested two suspects who may be connected to the disappearance of Los Angeles firefighter Frank Aguilar who went missing in Mexico in August.Suspects Santos "N" and Fanny "N" were briefly released from a Baja jail overnight Sunday, according to media partner Televisa which confirmed the update with Mexican authorities.On Monday, ABC10 News interviewed Aguilar’s daughters, 17-year-old Bella and 23-year-old Amaris. “We were extremely devastated last night. It was probably the most hopeless we felt during this entire experience,” said Amaris.They told ABC10 News that their own sources have made significant discoveries about the suspects. They said the female suspect may have been dating their father. Officials have only said that it may have been a kidnapping setup and that the suspects were found in possession of Aguilar’s bank cards which had been used across Baja.“We don't know what happened for sure but after he went missing, between the seven weeks, they have been using his credit cards, his phone and there were blood traces [from] my dad in the location of the investigation,” said Bella.ABC10 News reported last Friday that the two suspects were arrested on Thursday but Aguilar still hasn't been found.Televisa has now learned from Mexican officials that on Sunday a judge allowed for their release but the state investigation agency got another arrest warrant at dawn and the two were apprehended.In September, ABC10 News reported that the 48-year-old's family learned that he may have been violently kidnapped from his second home in a guard-gated community in Rosarito.There were reports that his condo may have been ransacked, his vehicles were missing and Ring video showed a troubling scene.The two suspects reportedly have a new hearing scheduled for Monday night.“These people could be let out on bail and we have no other way of finding information until [they remain] incarcerated so this is our most desperate plea in our most desperate time of need,” added Bella.The San Diego FBI Office told ABC10 News on Monday that their agents are still assisting Mexican authorities with the investigation. 2193

  

SACRAMENTO, Calif. (AP) — California is giving cities and counties more power to speed up the building of supportive housing and shelters amid a homelessness crisis.Democratic Gov. Gavin Newsom signed 13 laws aimed at stemming the crisis Thursday. His action comes as Republican President Donald Trump criticizes California's handling of the issue, most recently blaming homelessness for water pollution .California, the nation's most populous state, has a growing number of people living in the streets in cities such as Los Angeles and San Francisco. But Newsom has accused Trump of politicizing the issue and called on the federal government to provide more aid to get people into housing.Newsom said the bills he's signed will "give local governments even more tools to confront this crisis."One new law that takes effect immediately lets Los Angeles bypass parts of the California Environmental Quality Act to build supportive housing and shelters. Another lets projects that will turn hotels into housing forego certain CEQA reviews through 2025."Supportive housing and shelters aren't being built quickly enough and as long as Californians are struggling to survive in our streets, we have a moral responsibility to do everything in our power to provide the shelter and assistance they need to get back on their feet," Assemblyman Miguel Santaigo, a Los Angeles Democrat, said in a statement.Some critics of CEQA have argued it can be weaponized to delay development of projects community residents might find unfavorable.Another adds Orange and Alameda counties as well as San Jose to the list of places that can declare emergencies and build shelters on publicly owned land. It builds on a 2017 law that lets Berkeley, Emeryville, Los Angeles, Oakland, San Diego, Santa Clara and San Francisco declare such crisis."I am optimistic that we will continue to work together to bring solutions to our homelessness crisis," said Democratic Assemblywoman Sharon Quirk-Silva, who authored the bill and represents parts of Orange County.Los Angeles declared a shelter crisis after the 2017 law and set a goal of creating 750 to 1,500 new shelter beds, according to a bill analysis. So far it has opened 109 of those beds and has 170 under construction.Another piece of legislation signed by Newsom exempts projects built with billion in voter-approved bonds from environmental rules. The Sierra Club, an environmental group, opposed the legislation.Other bills Newsom signed will:—Allow for the use of vacant California armories to provide temporary shelter during hazardous weather.—Create a legal framework for agreements with landlords allowing tenants to take in people at risk of homelessness.—Let the California Department of Transportation lease property to local governments at a cost of per month for emergency shelters. 2843
