SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done. SAN DIEGO, Calif. — As we work to manage the pressure of the pandemic, a new device could take away some of the stress.San Diego State University (SDSU) engineers, biologists, mathematicians, computer scientists, and public health experts have worked together to develop a wearable device to detect early, remote detection of lung function abnormalities.“Knowing the current status of our health, I think that will give a lot of benefit," said Kee Moon, a researcher, and professor of mechanical engineering at SDSU. The size of a Band-Aid, the wearable device contains medical-grades sensors, collecting more than 4,000 data points per second. Placed on a person’s chest, it monitors heart and lung health, looking for problems in real-time.The device can detect abnormalities in the lungs before a person shows COVID-19 symptoms, alerting doctors before there’s a true emergency and hopefully preventing hospitalizations.By monitoring heart health, users can also get a better sense of their stress levels.“Understanding the level of stress you’re getting is important, as important as the other physical health monitoring," said Moon. Moon was already working on the technology before the pandemic to monitor other health conditions like asthma, COPD, sleep apnea, and lung cancer. But COVID-19 accelerated and pivoted the focus of the research.The team hopes to license the technology to a company that can produce and sell the device, likely at a price of around a few hundred dollars.“Seeing that would be a tremendous joy for me," said Moon.Moon is hopeful the wearable could be sold next year and that it will continue helping patients after the pandemic is over, delivering a sense of control in a time of such uncertainty. 1740

SAN DIEGO, CA — SAN DIEGO (KGTV) - The City of San Diego calls it the "Get It Done" App, but a Normal Heights man says he wants to know when work will get done."They block the sidewalk. They've ripped through my canopy. They've killed my two lemon trees," said Mike Scaglione as he stood in front of his home. He's referring to the damage caused by palm fronds that fall from two trees on city property he says are in serious need of maintenance. "It'll be seven years tomorrow that I've lived here and in that time frame I've probably picked up 3 or 4 hundred palm fronds."Scaglione said he's been trying for several months to get the city to keep up with the trimming of the two palms outside his home. "They say they're going to, or they direct me to somebody, but it just keeps going no where until it's a dead end." Scaglione says aside from the damaged to his property, he fears a potential for much worse. "Its kind of hard to see," he says, grabbing a palm frond from a pile collected near the trees, "but if you run your hand along here there's a pretty jagged toothed edge on here that if it was to land on somebody it could rip them pretty nicely."Scaglione has been using the city's Get It Done app. Past reports show crews have responded to clean up the fronds once they're on the ground. But when it came to a neighborhood tree trim last October he says, "They came through here and trimmed every tree on the block except mine." Scaglione said he asked the crews why. "They didn't have anything that could get up that high." Scaglione estimates the trees at 40 to 50 feet.In response to an inquiry by 10News, a city spokesperson sent an email explaining San Diego is on a two-year cycle for trimming city owned palm trees. Scaglione's block was on the schedule for October. But there's still more work to be done. So, does that mean the trees in front of Scaglione's home will be trimmed? (KGTV) -- Three people are dead following a crash on Interstate 805 in University City.The California Highway Patrol says the crash happened in the northbound lanes of I-805 at Miramar Road around 4:30 p.m.According to CHP, the crash happened after a wrong-way driver drove onto the road at a high rate of speed."Through the investigation, we will try to determined where this individual, if they got on the freeway the wrong way, where they got on," CHP Officer, Jake Sanchez said. Hector Puga was on his way to Los Angeles when the car in front of him combusted. He somehow managed to escape the crash and flames. "All I can do is hold onto the steering wheel and run over everything that exploded," Puga said. He escaped with just a flat tire and broken windshield.10News also spoke to a pair of sisters who had just finished up a fun day of shopping at UTC Mall when hopped into their car. Minutes later, they endured a near-death experience. "It was like a scene from a movie," she said. "All the cars were stopping. There was smoke. Fire. Loud noise. As soon as I look up in front of me, that car other there was flying and tumbling down the freeway."They said the driver of the flipped over SUV managed to crawl out of the car.  The survivors carried him to the shoulder, where an ambulance later picked him up.
