SAN DIEGO (KGTV) - Some professors at the University of San Diego are using the impeachment inquiry public hearings as a teaching tool.Instead of listening to their professor lecture about constitutional law, students at USD watched history unfold.Sophomore Bryson Patterson says, “Although we are studying war powers now that this has come up, we get to see the constitution in action. So, we get to live it, going on which is pretty cool.”Casey Dominguez, a Political Science Professor, is allowing students to watch the impeachment inquiry hearings during class as part of today’s lesson plan, hoping to help them understand what’s happening.Dominguez adds she hopes her students, “walk away from our class feeling they are competent to figure out what’s going on. And come up with informed opinions about it.”A lesson some of her students say has already left a lasting impression on them. Charlie Young, a Junior adds, “it’s the perfect opportunity to happen in college. Where we have professors to walk us step by step through the process to understand what’s happening and help guide us through the process deeper than what the political ends would tell us.” 1173

SAN DIEGO (KGTV) - San Diego-based Qualcomm won a million decision Friday against Apple in a patent infringement case involving iPhones. A jury in the U.S. District Court for the Southern District of California found the iPhone 7, 7 Plus, 8, 8 Plus, and X infringed Qualcomm’s patents. One of the patents enables "flashless booting”, eliminating the need for separate flash memory. It also allows a smartphone to connect to the internet quickly after being powered on, according to Qualcomm officials. The other two patents allow smartphone apps to access internet data quickly, and enable high performance and graphics while increasing battery life, Qualcomm said in a news release. Qualcomm was awarded million in damages from July 6, 2017, the date the lawsuit was filed, through the end of the trial. "Today's unanimous jury verdict is the latest victory in our worldwide patent litigation directed at holding Apple accountable for using our valuable technologies without paying for them," said Don Rosenberg, executive vice president and general counsel for Qualcomm. "The technologies invented by Qualcomm and others are what made it possible for Apple to enter the market and become so successful so quickly. The three patents found to be infringed in this case represent just a small fraction of Qualcomm's valuable portfolio of tens of thousands of patents. We are gratified that courts all over the world are rejecting Apple's strategy of refusing to pay for the use of our IP." SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. They all leave," Gilleon said of his client's claims.Later, Gilleon said she heard a knock at her door."It's Deputy Fischer again. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. Now she's resisting and walks him to the door and he says - don't worry. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted 4-1 to send a letter to Gov. Gavin Newsom requesting more reopening guidance, after hitting pause on reopening businesses last week due to community outbreaks.With Supervisor Nathan Fletcher as the only dissenting vote, the board voted to send a letter requesting state guidance on reopening wedding receptions, hotel meetings and conferences, street fairs, playgrounds, and team competitions.They heard from dozens of people pleading with them to help save their industries. "Our industry is struggling to survive. There are people still wanting to celebrate these events which is leading to bootleg events," said one caller who works in the event industry.Another woman called in to share the challenges of trying to plan a wedding." I've had to push my wedding back twice this year and have lost thousands of dollars due to the uncertainty of when private events will be allowed," said Rachel Lee. The request doesn't mean the county is reopening more businesses early, but it will allow them to prepare to do so under state guidance once local health officials give approval.RELATED: San Diego County pauses future reopenings after hitting community outbreak trigger"Today my motion to push for state guidance to open more businesses and activities was passed by a 4-1 vote. We will send a letter to Gov. Newsom on behalf of the BOS. Monday, the county reported 10 community outbreaks.The county's limit is seven in a week. Exceeding that limit allows the county health officer to modify the public health order. Given these facts, it is reckless and irresponsible to propose expedited re-opening of additional in-door close contact group gatherings without any restrictions on the number of attendees," Fletcher said. "This would not only increase the spread of COVID but also threatens our economic recovery. We need to exercise caution, restraint and slow things down, not speed them up." 2865

SAN DIEGO (KGTV) - San Diego Unified School District's Board of Education approved million in safety upgrades this week.The upgrades will be expedited for installation as well, and include things like security cameras, fencing, locks and gates, and notification systems."We proposed several significant changes that were adopted by the Board of Education at its meeting this week. These changes include fast-tracking several security upgrades at school sites. They also include a move to an 'options-based' model of handling actual threats," a letter to parents from Superintendent Cindy Marten said.RELATED: DA: Nine minors charged in recent threats to local schools"We were impressed this week with the determination our students showed in refusing to allow mass school violence to become accepted as the 'new normal.' We share their determination and we are inspired by their example," Marten added.A date was not given as to when the improvements would be issued.Since the Parkland, Fla., school shooting in February, there have been at least 19 cases of school threats in San Diego County. So far, nine juveniles have been criminally charged in the cases.Marten said in the letter that parents have been reaching out since the Florida tragedy to offer suggestions to safety procedures at the district's schools.The district also focuses on improving school climates for students venerable from becoming disconnected from their peers, according to Marten.
