A storm that's intensifying along the Southeast coast Monday will rapidly strengthen and move northward, delivering heavy bursts of rain, strong winds and dangerous rip currents up and down the East coast this week. This system is forecast to track across central Florida and into the Atlantic overnight Monday and into Tuesday morning. Heavy rain is forecast across much of northern Florida, with totals up to 2 inches predicted.Extreme rain in the CarolinasThis storm will quickly begin to strengthen as it tracks up and along the East coast, impacting the Carolinas Tuesday. Within a 12-hour period beginning Tuesday morning, the winds will essentially double in strength along the Carolina coast and the rain will increase as the storm deepens in its central pressure.Sustained winds will swirl at 25 to 35 mph, with gusts up to 50 mph possible along the Carolina coastline through Wednesday morning. Heavy rain and strong northeasterly winds off the coast will lead to coastal flooding, especially in flood-prone areas. Rain totals of up to 4 inches are possible.Rip currents will also be a danger along the Southeast coast Monday, where the National Weather Service has issued a Rip Current Statement from St. Simons, Georgia, south to Jupiter, Florida. The NWS says there is a high rip current risk through Monday evening and "it should be noted that almost 300 surf rescues were reported by beach authorities this past weekend."Impacts to the Northeast could be minimal or majorBy Wednesday morning this coastal low will begin to affect areas of the Northeast from Long Island to Maine. Rain and gusty winds are the main impacts along the coast, where 1-2 inches of precipitation is forecast and winds of 20-30 mph with higher gusts are possible. The impacts to the Northeast could still change, depending on how close to the coast the storm tracks. The European model has the storm tracking closer to the coast and is showing more significant effects, including higher winds and more torrential rain. New York could see wind gusts up to 25 mph Tuesday evening and up to an inch of rain. Boston could see wind gusts up to 35 mph and 1-2 inches of rain through Wednesday. The American model has the storm tracking farther off the coast, with less of an effect on coastal cities. However, the impacts over the open ocean are expected to be much more significant. Hurricane force winds are forecast 100 to 300 miles offshore due east of Hatteras, North Carolina, and Nantucket, Massachusetts. By Tuesday afternoon, offshore waves could build up to 14 to 27 feet before subsiding beginning Wednesday. This storm is a quick mover and it's forecast to exit the Northeast by Wednesday evening, leaving behind gusty winds of up to 25 mph into Thursday for areas of New England. 2785

A St. Landry Parish, Louisiana, family is questioning why a man is still in jail despite being acquitted on murder charges. Davien Bell was set free in October after he was acquitted in connection with a fatal shooting from March 2016, but shortly after he was released he was brought back into custody. Two months later he's still in jail. "He spent three years and eight months in prison..wrongfully," Bell's uncle Chanse Joubert said. Bell's family says those years are moments they can't get back. However, in October when Bell was set free they were hoping they could make new memories."He was free off all charges," Joubert said. "The next morning we received a phone call that he needed to go back to jail and be released properly." However, Bell hasn't been released. According to the District Attorney, he's being held on other pending charges. "On March 21, 2016 Damien Bell was arrested at the Yambilee building on theft and possession of an illegal firearm," Joubert said. "Two days later his father received a phone call that he needed to report to an interrogation station because they had evidence connecting him to the homicide." "He's been acquitted of murder charges and they're still detaining him based on something he allegedly did," Bell's mother Michelle Joubert said. "They could've handled that in court, during the three years he was there and they didn't."According to the D.A., it wasn't until after Bell's release that they realized he had pending charges. Jury selection for those charges is set for February. "He been in there for three years and eight months," said Bell's father David Wayne Bell Sr. "He missed a lot of holidays, friendships and everything. What they're doing is not justice. ALBANY, N.Y. — New York Gov. Andrew Cuomo is ordering all workers in non-essential businesses in the state to stay home to help combat the spread of COVID-19, the illness caused by the new coronavirus. The mandate will exclude pharmacies, grocery stores and other essential industries, according to Cuomo. The governor also announced that he's banning gatherings statewide. Non-essential gatherings of individuals of any size or for any reason are canceled or postponed. "First rule, only essential businesses will be functioning. People can work at home, but only essential businesses can have workers commuting to the job or on the job. Second rule, remain indoors to the greatest extent to protect physical and mental health," Cuomo said during a press conference.Cuomo said the state will implement a 90-day moratorium on evictions for residential and commercial tenants. "We will do all we can to help those financially suffering because of the #COVID19 pandemic," he tweeted. The governor also announced "Matilda's Law" that is designed to protect New Yorkers who are 70 years old or up and those with compromised immune systems. Cuomo will sign an executive order over the mandates on Friday. The moves come as Cuomo announced nearly 3,000 new COVID-19 cases overnight, bringing the state's total cases to 7,102 as of Friday. At least 38 people have died as a result of the virus in the state, according to figures from 1437

A Texas mother was diagnosed with blood cancer earlier this year. Doctors didn't expect her to make it, until a bishop from Corpus Christi stepped in. Bishop Michael Mulvey registered to be a marrow donor over 10 years ago. He said after a few years he had forgot about it, but when he received the call, he rose to the occasion, ultimately saving this woman’s life. A Texas mother of three was diagnosed with blood cancer and was no longer producing the healthy blood cells she needed to survive. But through ‘Be the Match’, a national marrow donor program she found a perfect blood stem cell match in a man named Michael Mulvey. “Somehow I was chosen beyond the DNA that I have,” said Mulvey. Bishop Michael Mulvey had added his name to the ‘Be the Match’ registry years ago when he served as a pastor for a parish near Austin. “It was a jarring of the memory to be honest with you I had pretty much forgotten that I had signed up,” said Mulvey. But when he received the phone call, that would ultimately save a woman’s life, he says there was no hesitation, but rather an easy decision to give someone a second chance at life. “We do a lot for people, but this was something very person,” said Mulvey. “To think that someone somewhere in the world needed what I had I felt gratification that I could give something that was given to me to someone else.”Due to privacy laws, the mother's identity is not yet being revealed. But Bishop Mulvey says he hopes she's still fighting on, and he'll always feel connected to her, whoever she is.“I prayed for her the whole time and it was an amazing thing thinking that your blood is leaving you but it’s also coming back to you and to see that the life that could be given to another person,” said Mulvey. Every three minutes someone is diagnosed with a blood cancer. ‘Be the Match’ helps connect people from all over the world by collecting just a cheek swab sample from people willing to help save a life, through either bone marrow or blood stem cell donations.
