SAN DIEGO (KGTV) -- Police are searching for a suspect after a man was shot and killed in San Diego’s El Cerrito neighborhood late Saturday night, San Diego Police say.Police were called to the 5700 block of El Cajon Boulevard just after 11 p.m. Saturday after receiving reports of a possible shooting in the area.When they arrived, officers found a man with an apparent gunshot to the head. He was taken to the hospital where he later died, according to police.Little is known about the circumstances surrounding the shooting, but police say the victim was involved in a fight with the suspect, identified as Joseph Mehlenbacher, 18.“Mehlenbacher and the gun are still outstanding. He is considered armed and dangerous,” police said in a news release.He was last seen driving a white 2002 Honda Accord with California license plate 8CJY250.Police urged the public not to approach Mehlenbacher if spotted. “Please do not make any attempt to contact Mehlenbacher. SAN DIEGO (KGTV) -- More than a dozen men were arrested after Border Patrol says they tried to enter the US illegally by boat Monday morning. According to Border patrol, the first incident began around 12:30 a.m. Monday when the US Coast Guard spotted a 23-foot-long vessel with four men onboard roughly six miles off the coast of Mission Bay. All the men, who were determined to be Mexican nationals, were taken into custody for entering the US illegally. Around 3:30 a.m. Monday, the Coast Guard found a small panga-style boat off the Imperial Beach pier with nine men onboard. The nine people aboard the boat admitted to being Mexican nationals and were all taken into custody, according to the agency. 714

SAN DIEGO (KGTV) -- On January 1, it will be legal for businesses to sell pot in California. With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

  

SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. They don't tell you that."Trump went on to view more of the prototypes, before stopping once again to discuss the new structures."A part of San Diego needs a wall, they want a wall very desperately," Trump said. "They're willing to do anything to get it. I said 'nope, approve the whole wall, California.'"Trump said he favors a wall with see-through capabilities with steel and concrete. He added that Border Patrol had "done a fantastic job" in constructing the prototypes.The president was asked about comments from California Governor Jerry Brown, who has slammed Trump's border wall and called for other projects to receive funding."I think Gov. Brown has done a very poor job of running California ... The place is totally out of control," Trump criticized.Trump went on to slam Oakland Mayor Libby Schaaf, who reportedly urged undocumented immigrants in the area to take precautions ahead of a series of immigration raids.Before heading back to MCAS Miramar to speak with service members, Trump stopped to deliver his final remarks on his tour and the wall."The border wall is truly our first line of defense. It'll save thousands and thousands of lives. Save taxpayers hundreds of billions of dollars by reducing crime, drug flow, welfare fraud, and burdens on schools and hospitals," the president said.Trump called on Congress to fund the border wall but did not say whether he would veto a measure that doesn't include a punishment for so-called "sanctuary states." 2067

  

SAN DIEGO (KGTV) -- Police are investigating a possible road rage incident that ended with a car crashing into a tree in Scripps Ranch.According to San Diego police, the crash happened just after 11 p.m. Monday on Scripps Ranch Boulevard and Spring Canyon Road.Police said a couple in a silver SUV called 911 and claimed a black car intentionally backed into them, causing the black car to lose control before crashing into a tree.However, the driver of the black car said he accidentally cut off the SUV, so they then hit him from the back and forced him to crash.The incident remains under investigation, as police try to sort out the full details of the episode.No injuries were reported. 699
