Countless times, every day across the country, dispatchers field calls for help that can be hard to answer.In Eugene, Oregon, sometimes the answer is people like Dan Felts.“Sometimes, what we need in our most desperate hour is somebody to talk to,” Felts said.In Eugene and its neighboring city of Springfield, when a non-emergency, non-criminal call comes in through 911 or a non-emergency line to a dispatcher, they can send a mental health professional like Felts, instead of police.“Make sure people have access to resources, other than law enforcement, when they’re having mental health crisis,” Felts explained.Felts is a member of CAHOOTS, which stands for Crisis Assistance Helping out on the Streets."We don’t show up with weaponry, we don’t show up with handcuffs,” Felts said.The belief is unarmed CAHOOTS teams of crisis workers and medics can be a better response to people struggling with issues like mental health or emotional crisis."When a police officer goes and they look like me, gun, badge, you know it’s a little demonstrative and sometimes it has the tendency to escalate the situation,” said Eugene Police Chief Chris Skinner. "When somebody like CAHOOTS goes, it’s people who are kind of dressed the same and look the same. They just have a softer approach, and it tends to deescalate things."“There are lots of these kind of call types that are non-violent in nature; they’re simply somebody crying out for help,” says Ben Brubaker, director at White Bird Clinic.The clinic is a non-profit that provides an array of services like counseling, dental care, and other services to people in need in the Eugene area. It’s run CAHOOTS since the late 80s. Brubaker says communities are now calling White Bird for guidance on putting similar programs to CAHOOTS in place.Denver, Colorado launched a pilot program last month.“We need to change the way our public safety work and see how public safety looks through a different lens,” Brubaker said.It’s a viewpoint of listening to voices they believe across the country haven’t been heard enough.“We show up to bear witness, see you as a human being, and offer whatever kind of support we can without judgement,” Felts said. 2199

(KGTV) - This weekend's stormy weather grounded, then destroyed a 75-foot Russian-built racing boat once sent to San Diego to race in the America's Cup.Around 7 a.m. Saturday, cellphone video show the large sailboat as it ran aground. Not long after, Lifeguard Captain Sean Casey says the waves went to work."Once it was aground, pretty quickly the mast broke off, and the boat literally broke into two pieces," said Casey.Casey says the boat had been anchored more than two miles away, near the Zuniga Jetty in Point Loma."There were high winds and rough conditions out of Point Loma. Assuming the anchor line just broke," said Casey.The boat was named Age Of Russia.According to a 1992 Los Angeles Times story, it was built in Leningrad for six million rubles. Under current conversion rates, six million rubles is valued at about ,000.A Russian group of yachtmen sent the boat to San Diego in 1992 to compete in the America's Cup, but that group was never sanctioned by race officials to compete. Because the group couldn't afford to bring it back, the boat was slated to taken to be taken to the Miramar Landfill and flattened. But then a buyer came forward.Casey says recently, it had been used for tours of the bay, before its final, unscheduled trip Saturday. Its frantic owner ended up at the beach."Obviously his reaction was sort of shock and dismay. He was very upset when he saw it on the beach," said Casey.Casey says the boat was insured, which means the cleanup costs could be covered."The contractor will likely have to use heavy equipment, dump trucks, to break up the remaining pieces and take it to the landfill," said Casey.Casey says there is an ongoing problem of boats without slips on the bay, being anchored in the Zuniga Jetty, and becoming loose during stormy weather. It’s all about the joy ride of life,” said Grant Babb, the owner of Joyride Brewing.That’s despite new state rules that state bars must serve food to stay open, and Joyride doesn't serve food.“It makes you lose a little sleep at night, not knowing every day when you wake up if you have to do something different. It’s trying to shoot at a bullseye and just watching it constantly move,” said Babb.Babb had to make arrangements with multiple food trucks and the restaurant down the street to stay open. That’s because the recent spike in COVID-19 cases has led the state to put its economic restart plans on hold.“In our case, we schedule out food trucks about a month and a half in advance, and we’re working with only the food trucks we’re trusted partners with,” said Babb.Colorado isn’t the only state backtracking due to the surge. According to a tracker from the New York Times, 15 states are pausing plans to reopen and six are reversing course and shutting some things back down.Arizona is one of those states where bars, gyms, and theaters have been ordered closed once again. Restaurants there fear the same might happen to them soon if new COVID-19 cases aren’t curbed.“You can’t simply turn off and turn on a restaurant operation,” said Steve Churci, the head of the Arizona Restaurant Association. He says the toll of shutting down those businesses for a second time would be crushing.“If you were to shut down, what happens to the suicide rate? Does that go up? What happens to the homelessness rate, people losing their homes? So, there’s a whole other sad and unfortunate contingent that would be impacted by this,” said Churci.Churci says service industry workers employ almost a quarter-million people and the state has lost 5 million in revenue from food sales. He says in a normal year, US restaurants sell 0 billion worth of food.“Almost a trillion-dollar industry. So, we often say we’re the cornerstone of our communities. We’re the heart and soul of America in the restaurant industry, and we are,” said Churci. For Joyride, the losses have been heavy as well.“We, we’re down 80 percent in the month of March, April, May. And then June, we’re still seeing a significant decrease, we’re down definitely 40 percent,” said Babb. For Babb, the money hurt, but letting his staff go was harder.“It’s the most painful thing you can do is tell an employee that we don’t have any work for you,” he said.He says it will hurt even more if he has to send his staff home again. 2647

CORONADO, Calif. (KGTV) - Three Coronado restaurants were closed for cleaning on Tuesday after employees tested positive for the coronavirus. One of the restaurants, The Henry, is facing backlash over accusations that it was not transparent with its patrons.On Facebook, The Henry posted the following message on Monday night.“Coronado neighbors,We apologize for not being more transparent with you about our first COVID positive case last week. Even though we messed up our communication, please know that we took all the right actions to make sure our guests, our employees and our restaurant space were as safe as possible before we re-opened.We went through our entire protocol for a COVID exposure the night after we became aware one of our employees was COVID positive. This includes third-party sanitation of the restaurant, contacting all employees before they returned to work to make sure we knew who had CDC defined exposure to the COVID employee and making sure all employees had access to testing at our cost, regardless of exposure. We got lucky that we were able to get this done so quickly. That has not always been the case. In another restaurant out-of-state, we had to close a restaurant for nearly a week as we waited for the sanitation company and sufficient staff to safely reopen. No one in our industry is happy about the fact we are all getting more experienced and better at responding to COVID exposures.Some of you have asked us why we did not notify the San Diego Health Department about the COVID positive employee. We know the employee's health care provider has notified the Health Department and that we, as employers, are not required to do so. But because of your question today and after calling the San Diego Health Department who encouraged voluntary notification, the Henry is committing to do so. With all of this in mind, this evening we notified the Health Department that we received information about a second COVID positive employee.The employee in this second case was last in the restaurant on Thursday, July 2. We are closing the restaurant early this evening and will be proceeding with sanitation and employee contacts. When ABC10News asked about whether restaurant employers are required to do the same, the County referred us to the state’s website which reports in part that employers should prepare to notify their local health department if there’s an outbreak or lab confirmed cases in the workplace.On Tuesday, ABC10 News asked The Henry for an interview. CINCINNATI, Ohio — An Ohio man who falsely claimed in 2019 to be a long-missing boy received a mandatory two-year federal prison sentence on Tuesday after pleading guilty to aggravated identity theft.U.S. District Court Judge Michael Barrett gave Brian Rini, 25, credit for time served in jail, where Rini has been detained for nearly 21 months. That means Rini will be released from prison in about three and a half months.In April 2019, Rini told federal agents he was Timmothy Pitzen, an Aurora, Illinois, boy who disappeared at age 6 in 2011.Rini claimed he was also a sex trafficking victim who escaped from his captors.His lies prompted a massive federal, state and local investigation and raised the hopes of the Pitzen family, only to see them crushed again when the FBI soon exposed Rini's lie."I just want to say I'm sorry for what I've done and that I wish that I could just take it back," Rini said during a video hearing in Cincinnati. "I'm sorry for the family."Rini has twice before made bogus claims about being a juvenile sex trafficking victim and only admitted to the hoax this time after being confronted with the results of a DNA test, according to the FBI."He can't keep doing this. This is no way to live his own life and he really needs to think of the people that he hurts when he does this," said Assistant United States Attorney Kyle Healey, who prosecuted the case.Healey said Rini's lies prompted a major criminal investigation that pulled important law enforcement resources away from other cases, and caused "an enormous amount of unnecessary pain to the victim's family.""He needs to understand that when he tells lies like this it does cause damage.
