BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday. At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan. After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people. As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar. When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.
YINCHUAN, Nov. 18 (Xinhua) -- Millions of Chinese Muslims across the country celebrated the tradition of Corban on Tuesday and Wednesday. In northwest China's Ningxia Hui Autonomous Region, 76-year-old Liu Wenming attended a religious ceremony at the Nanguan Mosque in the regional capital, Yinchuan, Wednesday morning, along with some 10,000 Muslims."My son, daughter and grandchildren will come from different parts of Ningxia to have a family lunch with me. Then we will visit other relatives and friends," said Liu.In Qinghai Province, also in the northwest, many Muslims began to gather at the Dongguan Mosque in the provincial capital Xining before 8 a.m. Tuesday. By 9 a.m., roads outside the mosque were packed with pious Muslims. Muslims attend a celebration feast held in a street in Nanning, capital of southwest China's Guangxi Zhuang Autonomous Region, to mark Corban Festival, also known as Eid al-adha, Nov. 17, 2010. Chinese muslims celebrate Eid al-Adha, which falls on the tenth day of the twelfth month on the Islamic calendar, to mark the end of the haj and commemorate Prophet Abraham's willingness to sacrifice his son Ismail on God's command.Ten ethnic groups in China, including Hui, Uygur, Dongxiang and Bao'an, celebrate the annual festival -- but they celebrate it on different days. Some celebrated it on Tuesday while others celebrated it Wednesday. The timing depends on each ethic group's tradition. The Corban Festival, also known as Id al-Gurban, is a major Islamic festival that is meant to demonstrate believers' faith and obedience to Allah. People slaughter livestock and divide the animal into three parts. One part is to be eaten by the family. Another part is for relatives and friends. The third part is for charity.Migrant workers from northwest China's Xinjiang Uygur Autonomous Region returned home this month in time for the festival.Eighty-seven migrant workers from Shule County returned home in early November to join their families in celebrating the joyous occasion.Additionally, the regional government organized a reception on Tuesday afternoon, during which Zhang Chunxian, secretary of the regional committee of the Communist Party of China, met representatives from all walks of life.At the end of his speech, Zhang greeted the Muslims while speaking in the Uygur language, which received warm applause.China has more than 20 million Muslims. BEIJING, Jan. 14 (Xinhua) - While China disagrees with the so-called "Group of Two" (G2), its cooperation with the United States is indispensable for finding solutions to many problems of the world, said Vice Foreign Minister Cui Tiankai Friday. At the second Lanting Forum, Cui spoke highly of the cooperation the two countries have conducted and called for further coordination in more areas."Both China and the United States are countries of major influence on international affairs. The two countries have conducted effective consultation and coordination in dealing with regional conflicts, fighting against terrorism, maintaining the international nonproliferation mechanisms and coping with major international issues," Cui said.He said the two countries made important contributions to help the Asia-Pacific region and the world work their way out from the financial crisis. Their active coordination promoted the successful holding of the United Nations Framework Convention on Climate Change (UNFCCC) high-level negotiations in Copenhagen and Cancun. The two countries also share same demands in maintaining peace and stability on the Korean Peninsula and working for its denuclearization, Cui said, noting the two countries are negotiating with all parties to ease the situation.Saying no country could handle the emerging global challenges without effective international cooperation, the vice foreign minister said it is also a common will of international society that the two countries would join hands and make more contribution for the world's peace and common development. The Lanting Forum, initiated by the Ministry of Foreign Affairs, is a platform for communication and exchanges between government, the business community, academia, media and the public. The Forum aims to create a new channel to facilitate discussions on foreign policies and issues of common interest by interested parties. The theme of the second Lanting Forum is "China-US Relations in the New Era."
BEIJING, Nov. 14 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts be made to accelerate economic restructuring to achieve sustainable development amid concerns of global uncertainties."The global economy is still facing great uncertainties and has not shaken off the deep impact of the financial crisis", Li wrote in an article Xinhua received Sunday, calling for "deep understanding" of the proposal for national development in the next five years. The Communist Party of China (CPC) Central Committee's Proposal on Formulating the 12th Five-year Program (2011-2015) on National Economic and Social Development was issued on Oct. 27 after it was adopted at the Fifth Plenary Session of the 17th CPC Central Committee, which ended Oct. 18.The imbalance of the overall world economic recovery remains and trade protectionism is on the rise, Li wrote in the article while calling for correct understanding of both domestic and international situation.Further, Li warned of the potential damage that will be caused by some governments' excessive debt, noting that some major economies continue their expansionary monetary policies and are pumping enormous liquidity into markets to boost their economic recovery, which may spur turbulence in the global financial market and push up commodity prices.Additionally, the inflow of hot money will affect emerging economies, he said."The world economy is growing slowly and the structure of global demand is changing, which puts new pressure on China in its efforts to stabilize and expand exports and maintain a stable and relatively rapid economic growth," Li wrote. The next five years will be crucial for building a moderately prosperous society in an all-round way, he said."The transformation of the economic development mode brooks no delay, and the key for the transformation is to achieve it at an accelerated speed and with practical effects," he said.Only by transforming the development mode can problems of imbalance and unsustainability be resolved, Li said. The government will work to boost domestic demand, consumption in particular, as a long-term strategy to maintain healthy and stable economic development and transform the economic development pattern, he wrote. It is imperative to keep investment at an "appropriate growth rate" and encourage private investment to expand domestic demand, he said.Efforts should also be made to promote balanced urban-rural development and scientific innovation to upgrade industries.Li said China will also move ahead with "vigorous but steady" political reform while pushing forward economic restructuring. The government will reduce its intervention in economy and let market play the role in resource distribution, Li wrote. He also called for stepping up fiscal and taxation reform and strengthening financial supervision to prevent systematic financial risks. The country will open more fields to the outside and enhance opening up in the inland area, he said.He also called for participation in global economic governance and regional cooperation, speeding up the implementation of free trade zone strategy and opposing trade protectionism, so as to push for the development of a just and rational international economic order.
