(KGTV) - Chula Vista Police on Wednesday identified the man stabbed to death in what officers described as a road rage incident.Horace Williams, 36, was involved in the fight with 60-year-old Rickey Smith on Sweetwater Road Tuesday, police said.Witnesses told police Smith was following Williams’ van as the two yelled at each other. Smith’s pickup struck the van from behind, then Smith pulled in front of the van and stopped abruptly, witnesses said. Witnesses said he was wearing his uniform at the time of the incident.“This report is deeply disturbing. He is the organist at St. Steven’s Church of God, where his wife is the director of the youth choir. Parishioners told 10News the Smiths are a “very nice couple”. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA (KGTV) -- Laurence and Cherryl Lector's two small children were eager to show off their costumes and hit up their neighborhood for sweets. But the couple didn't want to abandon their home on Baywood Circle in Chula Vista and disappoint the several trick-or-treaters likely to stop by for confectionery.So, the couple filled a large candy bowl hoping their security camera -- fixed visibly in their porch -- would keep visitors honest.  The family then set off on their haunts.The Lectors phones were buzzing with video alerts showing little ghosts and ghouls digging through the self-serve candy bowl and respecting the Halloween honor system.Then they received a video showing an esurient group of older kids, and one small girl, emptying out the dish into their bags."I was devastated someone could just get all the candy and ruin the night [for other trick-or-treaters]," said Laurence Lector.One of the kids noticed the camera and even pointed it out to someone else in the group, but the kids continued to snatch all of the treats until every sweet was gone."We were disappointed that those that came afterward came to an empty bowl," Cherryl Castro-Lector told said.About an hour later, they received a video from their camera that warmed their hearts.The video shows a girl and boy investigating the empty bowl.  They must've known that the night wasn't over for other little trick-or-treaters. So, the group took turns emptying their own their treats into the bowl, starting with their mom."I got a little teary eyed.  Gosh, I hope my kids are like that someday," Castro-Lector said. "I would have hugged those little kids and mom if I were there."The Lectors are eager to find these children and their parents to say thanks.  "I would love to meet them and thank them for being so kind. CINCINNATI -- A school bus crash Monday afternoon on Winton Road in Cincinnati left a 12-year-old girl in "critical" condition, flung a 2-year-old boy onto the road and resulted in the hospitalization of at least 18 other children, according to Lt. Steve Saunders.At least 11 children, including the seriously injured boy and girl, were taken away in ambulances Monday afternoon after the Pleasant Hill Academy bus and four other vehicles collided around 2:30 p.m. Nine others were taken to Cincinnati Children's Hospital Medical Center after their parents took them there to be checked out."I was devastated," parent Latisha McKelton said of the moment she heard about the crash. "I didn’t know what was wrong with my child. I just had to jump in the first moving vehicle and get here as fast as I could to my child. I didn't know if he was injured. I didn't know if he was going to be alive. I just didn't know. I was praying the whole way."According to a news release from Cincinnati police, a total of around 40 people were involved in the crash.Police said the bus was traveling southbound on Winton when a northbound vehicle driven by 23-year-old Robert Jett made an ill-fated attempt to pass the vehicle in front of him.Jett lost control of his car and struck another, this one driven by Jordan Ervin and transporting a pair of toddlers. Ervin's vehicle spun out of control and hit the bus; bus driver Tina Turnbow attempted to control her spinning vehicle and struck a fourth car, this one driven by LeAndre Acoff.Ervin was hospitalized in serious condition, as were his two passengers: The 2-year-old and a 1-year-old.The injured 12-year-old had been riding in the school bus at the time of the crash, according to the release. A district assistant superintendent went to Children's Hospital to help families there. "Our thoughts and prayers are with the families who are affected by this," Saunders said.He added charges were pending against Jett. 2010

(KGTV) - Arson investigators are looking into a fire that damaged a Mexican restaurant in Chula Vista late Thursday evening.The fire at Tacos Y Mariscos Imperial, located on 2490 Main Street, was reported at around 10:15 p.m., according to fire officials at the scene.Firefighters said the blaze started outside and quickly spread to the front of the restaurant.No one was inside the restaurant at the time of the fire.The cause of the fire is under investigation. 491
