BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

SAN JOSE, Nov. 17 (Xinhua) -- Visiting Chinese President Hu Jintao on Monday spoke highly of the rapid development of China-Costa Rica relations and pledged efforts to further expand bilateral cooperation in various fields.     During talks with Costa Rican President Oscar Arias Sanchez on the second day of his state visit to the Central American nation, Hu said mutually beneficial cooperation in various fields has been growing steadily.     Noting the fast growth in bilateral ties over the past year, the Chinese president said the two countries have also carried out fruitful cooperation in international and regional affairs. In 2007, bilateral trade amounted to 2.8 billion U.S. dollars, a 33-percentincrease over the previous year.     Also on Monday, Hu met with Francisco Pacheco, president of the Costa Rican Legislative Assembly.     The Costa Rican legislators come from different political parties, but they have the consensus on maintaining and developing the friendship between the two countries, Hu said.     The Chinese president hoped the two countries' legislative bodies would strengthen contacts and make efforts to promote mutual understanding.     He also expressed the hope that Costa Rican legislators would play a greater role as a bridge linking up the two countries' business groups, cultural bodies, scientific institutes, news media and local governments in efforts to consolidate and expand the social foundation for the friendship between the two nations, Hu said.     Pacheco said the establishment of diplomatic ties has helped promote mutual understanding and friendship between the two peoples and also created a favorable environment for strengthening bilateral economic and trade cooperation.     After the establishment of diplomatic ties with China, Costa Rica now has an "important friend and partner" in the world, he said.     Speaking at the meeting, many Costa Rican legislators from different political parties agreed that the establishment of diplomatic ties is of strategic significance. BEIJING, Dec. 31 (Xinhua) -- President Hu Jintao offered six proposals to promote the peaceful development of the cross-Straits relationship in a speech to commemorate the 30th anniversary of the mainland's "Message to Compatriots in Taiwan" here on Wednesday.     Hu said the mainland is willing to discuss with Taiwan proper and reasonable arrangements for Taiwan's participation in international organizations, as long as this does not create a scenario of "two Chinas" or "one China, one Taiwan".     Although the two sides of the Taiwan Straits have been split since 1949 by a civil war, the political confrontation between them did not change the fact that they belonged to one China, he said.     "Once the two sides reach a common understanding and accordant stance on the principle of one China, the foundation of political mutual trust will be laid and anything can be talked about between the two sides," he said. "Anything that is conducive to peaceful development across the Straits, we will greatly promote. Anything that harms it, we will firmly oppose."     Hu proposed that the two sides end hostility and reach peaceful agreements under the one China principle.     The two sides can start discussion about political relations under the special condition before reunification in a pragmatic manner, he said.     He also suggested the two sides to step up contacts and exchanges on military issues "at an appropriate time" and talk about a military security mechanism of mutual trust, in a bid to stabilize cross-Straits relations and ease concerns about military security. BEIJING, Oct. 21 (Xinhua) -- Chinese President Hu Jintao said the country's trade unions should play an active role in promoting coordinated labor relations on Tuesday.     Addressing a symposium attended by the newly-elected leaders of the All-China Federation of Trade Unions (ACFTU) and representatives of the 15th national congress of the ACFTU, Hu said trade unions should listen to the employees and voice their opinions.     He called on trade unions to earnestly safeguard the legitimate rights and interests of employees and coordinate labor relations to promote social stability.     He added that trade unions need reform and should explore new solutions to deal with problems.
