SAN DIEGO (CNS) - Federal agents with the Drug Enforcement Administration's San Diego Field Division made scores of arrests and seized thousands of pounds of methamphetamine during a recently concluded six-month crackdown on Mexican cartels that distribute the drug in the United States, the federal agency reported Thursday.Personnel with the local DEA unit, whose jurisdiction comprises San Diego and Imperial counties, conducted 29 investigations, captured 81 suspects, and impounded 4,462 pounds of methamphetamine and 9,000 in drug proceeds during the enforcement effort, dubbed Operation Crystal Shield."Although (the region has) been locked down since March due to COVID, DEA has been working hard to stop ruthless cartels from bringing methamphetamine into our communities," said John Callery, special agent in charge of the agency's San Diego-area division.Nationwide, agents completed more than 750 investigations, resulting in nearly 1,840 arrests and the seizure of more than 28,560 pounds of methamphetamine, .3 million in drug proceeds, and 284 firearms during the operation."In the months leading up to the launch of Operation Crystal Shield, communities across the United States experienced a surge of methamphetamine," DEA Acting Administrator Timothy Shea said. "The COVID pandemic locked down many communities and impacted legitimate businesses, but the drug trade continued."The crackdown was launched on Feb. 20, after investigators identified major methamphetamine trafficking hubs in Atlanta, Dallas, El Paso, Houston, Los Angeles, New Orleans, Phoenix, San Diego and St. Louis. SAN DIEGO (CNS) - Juvenile arrest rates in San Diego County are the lowest they've been in a decade, according to a report released Friday by the San Diego Association of Governments.City and county law enforcement officers made 13.9 juvenile arrests per 1,000 people in 2017, compared to 56.9 arrests per 1,000 people in 2008, more than four times more.However, San Diego County still has the second highest juvenile arrest rate among large counties in Southern California, with San Bernardino County's rate sitting at 16.7 arrests per 1,000 people.SANDAG's Criminal Justice Research Division prepared the report."The juvenile arrest rate comparison continues a 10-year decline," said SANDAG Division Director of Criminal Justice Cynthia Burke. "This trend also has been seen in other jurisdictions across the state and nation."Arrest rates for adults remained steady at 33.5 per 1,000 people from 2016 to 2017. Adult arrest rates have declined since 2008, though, when law enforcement officers arrested 42.8 adults per 1,000 people.Arrests for violent offenses ticked up for both adults, from 13,924 to 14,356, and juveniles, from 1,138 to 1,183. Property-related offenses fell for both demographics, with adult arrests dropping from 8,642 to 7,862 and juvenile arrests dropping from 1,027 to 829."This decline in property-related arrests for adults may be related in-part to Proposition 47 which was passed in 2014 and reduced several property and drug-related offenses from felonies to misdemeanors," Burke said.According to SANDAG, misdemeanor rates spiked in 2015 after the enactment of Proposition 47 while felony rates dropped.Since then, however, felony rates have stabilized at 8.6 per 1,000 for adults and 4 per 1,000 for juveniles while misdemeanor rates have dropped, especially among youth in San Diego County.Adults in their 20s had the highest arrest rate of any age demographic at 60.3 per 1,000 while residents 70 or older were arrested at a rate of 1.7 per 1,000, the lowest of any age range. SAN DIEGO (CNS) - For the second day in a row, San Diego County public health officials reported a case rate of fewer than 100 positive COVID-19 tests per 100,000 people, indicating things may be improving locally with regard to the pandemic.If the case rate -- which was 96.5 per 100,000 people on Thursday -- stays below 100 on Friday, the county will officially be off the state's monitoring list. After an additional 14 consecutive days below that number, some schools with students in grades 7-12 could potentially reopen for in- person teaching, depending on individual school district metrics. Theoretically, if current trends continue, students could be in school by Aug. 28.Additionally, 48 elementary schools have filed waivers with the county to return to school early.While signs look positive for the region, County Supervisor Nathan Fletcher warned county residents against getting complacent."We are seeing progress, but we are in the middle of a marathon, not a sprint to the finish line right in front of us," he said Thursday. "Our goal is not just to have the rate of cases fall below 100 per 100,000, but to keep it there."State mandates on which businesses are allowed to have indoor operations would not change, Fletcher said, until the county gets more information from Gov. SAN DIEGO (CNS) - A man was suspected of stealing a car from a Rolando Park used auto dealership early this morning, then crashing the car when he tried to flee from police.An unknown number of accomplices stole three other cars from the same dealership, and all the accomplices remained unaccounted for Sunday afternoon, San Diego Police Officer Sarah Foster said.Two of the cars were eventually recovered, while one was still outstanding.Police were alerted to a break-in around 2 a.m. at Cash For Cars on University Avenue, Foster said. Officers spotted one of the four stolen cars leaving the parking lot and tried to pull it over.The driver fled, and police pursued him until he crashed into an embankment on College Avenue near Streamview Drive, Foster said.The suspect was arrested with the help of a police dog after he tried to hide from officers in a home near the spot where he crashed, Foster said.The man was treated for a bite wound before being booked into jail.Detectives were continuing to search for the remaining suspects. 1049

SAN DIEGO (CNS) - Murder and other felony charges were filed Wednesday against a 20-year-old probationer who allegedly fired a gunshot toward his brother, missing him but inadvertently killing a next-door neighbor asleep in his bed.Manuula Save is accused in the Saturday morning death of Michael Walker, 38, who was shot about 1:45 a.m. by a bullet that traveled through a bedroom wall in the defendant's apartment and into the victim's unit in the 13400 block of Midland Road. Walker was hit once in the abdomen and died at a hospital about an hour later.Save faces life imprisonment if convicted of murder, shooting into an inhabited dwelling, assault with a semi-automatic firearm and being a felon in possession of a firearm.RELATED: Man killed by stray bullet in Poway apartment complex, suspect arrestedDeputy District Attorney Kristie Nikoletich said the shooting stemmed from a verbal argument and physical fight between Save and his older brother. "The defendant retrieved a firearm and fired in the direction of his brother to scare him and show his brother that he wasn't scared of him," Nikoletich said. But that bullet ended up going through a wall and striking a sleeping neighbor, Michael Walker. His grieving widow, Christina was inside the courtroom Wednesday, crying throughout the proceedings. 10News spoke to her earlier this week. "I'm just seeing this hole in his stomach, and then I look over, and there's a hole in my wall," Christina Walker said on the phone. She said he was sleeping in the guest room that night, so his snoring would not wake her up — A move that would place him right in the path of that stray bullet, and kill him hours later. Save then allegedly hid the 9mm firearm, which he was not allowed to possess due to a previous hit-and-run conviction involving the death of an elderly woman, Nikoletich said.
