SAN DIEGO (KGTV) - Whale watchers have been delighting over an invasion of humpback whales off San Diego’s coast.Domenic Biagini is a photographer for San Diego Whale Watch. Gavin Newsom named professional skateboarder Tony Hawk and television personality and actor RuPaul Charles to the 13th class of the California Hall of Fame. Hawk and Charles, both from San Diego, will be inducted alongside writer Maya Angelou, Olympic medalist soccer player Brandi Chastain, astrophysicist France A. Córdova, author Jeanne Wakatsuki Houston, Reverend James M. Lawson, Jr., actor and comedian George Lopez, iconic chef Wolfgang Puck, and winemaker Helen M. SAN DIEGO (KGTV) -  As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035.  Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932

  

SAN DIEGO (KGTV) -  With three kids at home, including a newborn, managing a family budget is always a struggle for Theresa Washington and her husband. They're trying to survive on his Navy salary, which, some months, doesn't entirely cover everything."You try to balance everything and try to budget and hope that it will get through," Washington says.Theresa used to be in the Navy as well. She quit when daycare for the kids got too costly.RELATED: Rep. Susan Davis backs legislation making military families eligible for food aidOver the years, her family has moved from Florida to Minnesota to San Diego through Naval deployments and re-stationing. She says California is easily the most expensive place she's lived.Fortunately, in 2017, Washington found the Military Distribution Program through Jewish Family Service.Once a month, JFS does a food giveaway at Camp Pendleton and the Murphy Canyon military housing. Aside from proof of active military service, there are no eligibility requirements."Making this just for them, I think it shows them a little more dignity and allows them to access the services they need within their communities," says Sasha Escue, who runs the Food and Nutrition Program for JFS.The Military Distribution Program started ten years ago, as JFS and other groups began to notice the trend. At the Jewish Family Service food distribution, families can get fresh fruit and vegetables, diapers and frozen meat. They try to make sure the food they give away is nutritious and balanced. In 2017, JFS served 1,000 individual military families.As word gets around, they expect that number to rise."My friends and I remind each other every month," says Washington.According to the San Diego Hunger Coalition, 1 in 10 people who go to food banks has a military member in their family. They believe that number is even higher in San Diego where the cost of living can quickly eat through paychecks."These are community members who are making the ultimate commitment with their lives and their time," says Hunger Coalition Executive Director Anahid Brakke. "We should be paying enough that they don't have to go to food distribution."According to numbers provided by the Hunger Coalition, enlisted servicemen and women with under two years of service make between ,200 and ,500 per year. That should qualify them for government food assistance like WIC or SNAP. But, because their housing allowances are also factored into their annual income, many are over the federal poverty level limits to quality.Some people are trying to change that. Representative Susan Davis introduced H.R. 1078 in Congress, the Military Hunger Prevention Act. According to language in the bill, it's designed to exclude housing allowances from determining eligibility for federal assistance. It's currently in the House Subcommittee on Military Personnel.In the meantime, military advocates say the best way to help out is to donate to local food banks, like Feeding San Diego. It's a way to make sure military members can serve and their families can eat."It's amazing," says Washington. "We can't thank them enough for helping us." 3175
