In late-April 2015, political unrest took over the East African country. It resulted in an attempted coup d'état. Hundreds of civilians were killed, and thousands of peaceful political demonstrators were tortured.Nzeyimana is an asylum seeker that has been in the U.S. for three years. "Every time you have to leave your country and go to another country — not because of your choice but because you're not able to enjoy freedom — it hurts," Nzeyimana explained. He decided to move to Tucson to find work —  task that he initially thought was impossible."To hear that you've been at school for more than 10 years, working for more than 20 and then all of a sudden you have to start fresh, that was traumatizing," he said.  However, that changed when he met Citizenship Librarian Mary Givins at the Eckstrom-Columbus Library. Since he has two masters degrees from two different European universities, Givins thought if he could get a hold of his transcripts he can get at least a substitute teacher degree in America.After some thinking, that's exactly what he did."I showed him the process for getting his degree evaluated, translated from French and then he had that paper submitted to the department of education," Givins said.Givins says immigrants and refugees don't realize that the degrees they receive from their countries often transfer to the U.S. She says all it takes is a lot of steps to get them started. "If people have access to their transcripts from their university, then something can be done," she explained. All the Pima County Public Library branches offer the "Job Help Program," twice a week. President-elect Joe Biden said on Wednesday that his transition team’s response to the COVID-19 pandemic is being put in jeopardy as he awaits the Trump administration to recognize his victory in this month’s presidential election.“I am optimistic but we should be further along,” Biden said during a virtual call with first responders. “One of the problem that we are having now is the failure of the administration to recognize (the results).Since the Associated Press projected Biden as the winner of the election on Nov. 7, President Donald Trump and his campaign has made multiple claims that the election was stolen, and accusing election officials of fraud. So far, Trump’s campaign has not been able to substantiate any evidence of fraud in court, and has had a number of lawsuits dismissed.Regardless, the Trump administration has prevented the Government Services Administration from assisting Biden with his transition. After past presidential elections, the apparent winner is given funding and access to documents to begin the transition.Biden pointed to the Presidential Transition Act of 1963, which says that government services and documents be made available to the “apparent” victor of the presidential election.Given that 1,700 Americans died from the coronavirus on Tuesday, Biden says that it’s important his transition has access to data and information to ensure the continuity of the country’s response to the pandemic.“We need to know about the depth of the stockpiles, we know there aren’t much at all,” Biden said. “We get to the point where we have a sense of when these vaccines come out, how they’ll be distributed, who will be first in line, what the plan is.”And if the administration continues to hold up the transition?"There are a whole lot of things that we just don’t have available to us, which unless it’s made available soon, we’re going to be behind by weeks or months being able to put together the whole initiative relating to the biggest progress we have with two drug companies coming along and finding 95% effectiveness efficiency in the vaccines,” Biden saidThe White House says that calling for recounts and holding up the transition is due diligence, even though there is nothing stopping the Trump campaign from allowing the transition to move forward while contesting the results.“Actually, I think at this point, the American people just want to make sure that every legitimate vote is counted, and that nobody's discounted,” White House chief of staff Mark Meadows said.Meanwhile, some staunch Trump supporters, while not calling on Trump to concede, are saying that Biden should be included in intelligence briefings.“The president is contesting the election, and I would urge him to give intel briefings to Biden... to Joe Biden. Prisons across the country have suddenly become ground zero for the coronavirus.In California’s oldest jail, San Quentin State Prison near San Francisco, the number of cases has ballooned from less than 100 to more than 1,000 in two weeks.Attorneys in the area say the outbreak came from a transfer of inmates from the California Institute for Men to San Quentin.In the closed system that is a prison, it can make social distancing a challenge as there is only so much space to house inmates, particularly at a distance.Prison reform advocates say to solve the problem correctional facilities nationwide have turned to solitary confinement."The reports that I’m getting back now is not ‘Hey they put me in solitary for COVID-19.’ It’s, ‘They’re keeping me in solitary because of COVID-19,’” said Johnny Perez.Perez was formerly incarcerated at Riker’s Island in New York City for an armed robbery he committed when he was 21. He served 13 years for the crime, 3 of which were spent in solitary confinement, he says.“[It gave me] thoughts of suicide, volatility in my emotions,” said Perez. “I still need to sleep with the door open at night.”Perez says the experience in solitary can be similar for most people he knows, and thinks it is a dangerous way to combat COVID-19.“[The corrections system] treating you like an animal for the rest of your life says more about our system than it does about our individuals,” he said. “It is creating and lowering this standard of what it means to be put in solitary that is so low that it reverses all the work that we’ve done so far.”Perez is the director of the U.S. Prisons Program for the National Religious Campaign Against Torture, a group that works closely with the ACLU to form Unlock the Box, a national advocacy group fighting to end solitary confinement. Unlock the Box estimates the number of people currently in solitary confinement in U.S. prisons is 300,000; a large jump from the 60,000 it says was in solitary confinement in February.“There is a perpetuation and it is a really terrible cycle,” said Jessica Sandoval, campaign strategist for Unlock the Box. “[Inmates] are not going to report that they feel bad if that’s what the prison is going to do anyway so it’s pretty dangerous.”In an emailed response the Federal Bureau of Prisons did not respond to questions about solitary confinement in response to COVID-19, but it did say other measures it was taking to reduce the spread of the virus in the prison system through universal distribution of PPE, limited visits to those incarcerated, and no inmate transfers between facilities.Sandoval says medical isolation is a better practice, which does not strip inmates of many of their privileges. She also advocates early release for inmates nearing the end of their sentences or in the process of seeking parole."I think there needs to be a reckoning among corrections leaders and governors to say we’re going to do what’s right,” said Sandoval.
