SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education. The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. All CSU police officers are sworn and certified by CA POST, and receive further training in de-escalating situations that might be caused by mental health or controlled substance issues. The announcement comes as student activists across the country call on administrators to disband campus police departments and cut ties with local police. 2143

SAN DIEGO (CNS) - Countywide sales of previously owned single-family homes and attached properties fell from July to August while median sales prices ticked up slightly, according to data released Monday by the Greater San Diego Association of Realtors. Single-family home sales fell 7.4% -- from 2,144 in July to 1,985 last month -- while sales of attached properties, such as condominiums, fell 8.6% from 1,100 in July to 1,005 in August. Sales of both property types have vacillated between increases and decreases since May. Median sales prices of both property types have risen fairly steadily for most of the year, according to the GSDAR. Single-family home prices rose 0.5% from 7,000 in July to 0,000 in August, and attached property prices increased 1.2% from 5,000 in July to 0,000 last month. ``The 30-year mortgage rates are approaching the historic lows of 2016,'' SDAR President Kevin Burke said. ``Whether that can give the housing market some relief is still dependent on an increase in our supply of homes for sale. Until then, buyers will have to be on their game.'' Year-over-year property sales also fell last month when compared to August 2018. Single-family home sales decreased 3.8% from 2,064 in August 2018 to 1,985 last month, while attached property sales fell 6.9% from 1,079 in August 2018 to 1,005 in August of this year. Property prices didn't move much last month compared to their levels one year ago. Single-family home prices decreased 0.8% from 5,000 in August 2018 to 0,000 last month, while attached property prices jumped 3.5% from 5,000 in August of last year to 0,000 last month. Real estate agents sold 55 single-family homes in eastern Rancho Bernardo last month, the most of any ZIP code in the county. Ramona and northern Oceanside followed with 52 and 51, respectively. 1847

SAN DIEGO (CNS) - Ex-Poway Unified School District Superintendent John Collins pleaded guilty Wednesday to a misdemeanor financial disclosure charge and was immediately sentenced to five years probation in a plea deal in a case in which he was accused of misappropriating more than 5,000 in public funds. The Poway Unified School District and Collins also reached a settlement in a civil lawsuit related to the allegations, which is expected to be finalized Wednesday night. That settlement involves Collins paying the district 5,000 over a period of time, according to Judge Frederic Link."This is basically a win-win for a lot of people," Link said.Collins is required to abide by the terms of the civil settlement and follow the law as part of his probation, or face the risk of once again facing the criminal charges. After several days of testimony at a preliminary hearing -- a proceeding held to determine if there is enough evidence to proceed to trial -- Collins pleaded guilty to a misdemeanor charge relating to his failure to declare outside income to the Poway school board. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago, as well as two rapes in Riverside County in 2002 and 2004, was sentenced Thursday to 50 years to life in prison.Christopher Vanbuskirk, 47, of Goodyear, pleaded guilty last year to six rape counts for attacking the women on four occasions between August and November of 1995 in San Diego, as well as two women in the Coachella Valley area of Riverside County in March 2002 and November 2004.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach and once near San Diego Mesa College. Vanbuskirk was identified as a suspect through public-access genealogical databases, which prosecutors described as similar to the technology used to identify and capture Joseph James DeAngelo, otherwise known as the Golden State Killer.RELATED: Suspect in San Diego, Riverside County rape series pleads guiltyPolice said DNA evidence previously linked the San Diego and Riverside county cases, but the identity of the perpetrator was not established until last year.Vanbuskirk was arrested in his home state in May.Two of his victims from the San Diego area spoke at his sentencing hearing, as well as the mother of his first victim.Jane Doe 1's mother said her daughter was attacked at age 18 while jogging on Clairemont Mesa Boulevard, while Jane Doe 2 and Jane Doe 3 said they were attacked in their homes. All the victims described being attacked by a masked Vanbuskirk who threatened to kill them if they screamed, leaving them with emotional trauma that rendered them constantly in fear.Jane Doe 2 said, "The rapist lived free for 24 years, while the victims were imprisoned in our own minds."Vanbuskirk spoke on his own behalf, saying "I do apologize sincerely" to the victims and that he hoped "that they can find it in their hearts to one day forgive me." He also apologized to his family "for the shame I've brought them." 1998
