SAN DIEGO (CNS) - The FBI reached out to the public Wednesday for help in tracking down a man who faces federal charges for allegedly operating San Diego-based pornographic websites that recruited young women and at least one teenage girl to engage in commercial sex acts by force, fraud and coercion.The federal agency has posted a reward of up to ,000 for information leading to the arrest of 37-year-old Michael James Pratt, who co-owned and ran online sites called "Girls Do Porn" and "Girls Do Toys."An indictment unsealed last fall alleges that Pratt also produced pornographic content involving a 16-year-old girl.Pratt and his co-defendants allegedly videotaped sex acts under the guise of distributing the footage only to private clients, then disseminated the clips online without the victims' knowledge or consent.In January, a judge awarded about million to nearly two dozen women who sued the owners and operators of GirlsDoPorn.com. SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted Wednesday to send a set of proposed additions to the city's regulations on dockless scooters and bicycles to the full council for further consideration.The committee approved a handful of amendments to the ordinance at the behest of the mayor's office. The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project. In addition, NCTD crews and San Diego's Metropolitan Transit System will make improvements to track crossings at the Old Town Transit Center.The rail work is part of SANDAG's Build NCC (North Coast Corridor) program, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure throughout San Diego County.
