SAN DIEGO (KGTV) - The views from atop of the old light house at Point Loma are off limits to virtually everyone most of the year except two particular twin sisters.Kim Falhlen and Karen Scanlon are volunteers at Cabrillo National Monument.The 67-year-old sisters are tasked with cleaning the rare glass lenses at the top of the lighthouse among other duties for the open tower days held only 3 days a year.“It’s almost in a constant need of repair,” said Kim Fahlen, “the tower wasn’t built for today’s activity.”The sisters grew up in Ohio and say they plan on helping at the tower as long as the park rangers at Cabrillo will let them.“We’re good for a while,” said Karen Scanlon, “we’ll keep doing this until they make us take a desk job.” 756

San Diego Police Chief Nisleit said during a news conference that he would direct officers in a memo Tuesday to end the use of the carotid restraint procedure following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."The announcement comes as thousands of people throughout San Diego County took to the street to protest the death of George Floyd. Following the announcement, the Oceanside Police Department said they would also end the use of the carotid restraint. SAN DIEGO (KGTV) - The Tierrasanta woman whose toddler died after being discovered in a car was arrested Thursday, San Diego Police said. Police said they waited this long to make the arrest to build evidence for a trial.Twenty-month-old Scarlett was found unresponsive outside the home at 10304 Leary St. on Aug. 5. Paramedics tried to resuscitate the child but were unsuccessful. Police said the girl’s mother, Pricilla Marquez Harris, called them at 12:45 p.m. that day to say she could not find her daughter. Harris later called back to say the girl was in her Nissan Altima and not breathing. Harris was taken to a hospital for a psychiatric evaluation the same day, officials confirmed to 10News.Harris is charged with child endangerment, inflicting great bodily injury on a child under the age of five years, and personal infliction likely to produce great bodily injury or the death of a child. SAN DIEGO (KGTV) -- The San Diego Rapid Response Network (SDRRN) gave 10News an exclusive look inside the shelter where they help asylum seekers daily. The location of the shelter is kept private to protect the migrants. Rapid Response usually houses people for 24 to 48 hours. When migrants first arrive, they see a doctor the go to an intake room where volunteers help make travel arrangements with family members already inside the U.S. The migrants are fed three times a day and are each given a full set of clothing. Sometimes, the network even funds their travel plans. Volunteers at the shelter tell 10News they are running out of resources to continue helping. They want city, county and state officials to step in and help. In the meantime, they are relying on donations from the community. They've set up a GoFund Me campaign and a travel fund for the migrants who need help with transportation. The city tells 10News they are exploring all options to help.Tuesday, the asylum claims of six Hondurans were accepted for processing, ending a 17-hour standoff, according to the Associated Press. The asylum seekers arrived at the crossing Monday afternoon but after several hours in the U.S., inspectors agreed to process claims of eight unaccompanied children and a mother with her five children. Six more weren’t initially allowed into the country and sat on blanket through the night before authorities processed their claims. The impasse highlighted a U.S. practice to limit entry for asylum seekers at official crossings when they are at full capacity, which it calls "metering" or "queue management." 1622
