(KGTV) — As part of the city's Hire Local initiative, Oceanside City of Oceanside and MiraCosta College have partnered to get locals into in-demand jobs amid the pandemic.MiraCosta College is offering free tuition, thanks to a federal grant, for several certificate programs that the city has identified as hard-to-fill jobs, including:Biomedical Equipment TechnicianEngineering TechnicianMachinistPhlebotomy TechnicianWelding ProgramComputer Network Controlled (CNC) Operator and Programming ProgramOceanside officials say the city will also absorb the college's administrative costs to help eliminate any financial barriers to the program. The city has also allocated a ,000 bonus pool for graduates who are hired by a participating local company and complete six months of successful employment.“With the unprecedented social and economic challenges experienced this year, we feel there’s an opportunity and obligation to align City resources and to do so with a sense of urgency to make sure our residents can access these valuable certificate programs before the grant expires,” said Oceanside Economic Development Manager, Michelle Geller. “Our team is uniquely capable of connecting resources that can stimulate economic empowerment for residents and businesses and we’re demonstrating our values and commitment through our Hire Local IDEA.”For more information on the city's Hire Local program, click here. 1444

(KGTV) — An investigation is underway to find a mail thief who appears to be targeting military families living on Camp Pendleton.A few weeks ago, Jessica, a Marine wife who lives on the base, went to her mailbox and saw a card from a friend in Arkansas."Opened up my card, and after I opened it, I realized there was a slit down the side," said Jessica.After a closer look, Jessica realized someone had been in her mail."A clean cut down the side. Didn't get caught on anything. A machine didn't make this ... Just irritated. It's an invasion of privacy," said Jessica.Jessica says her card never did contain any cash or gift cards, but others on base haven't been as lucky."They're furious, and they want something done," said Jessica.Jessica says on various Facebook pages connected to the base, hundreds have posted photos of tampered mail received in the past two months. The envelopes are usually missing cash, gift cards or checks."Pretty disgusting. Pretty shameful ... It's no accident it's happening to us. Military families are an easy target. We're not with our families. Families make up for it by sending us a little extra, definitely for our kids," said Jessica.So what is the commonality when it comes to the mail? It's processed and delivered by the Postal Service. The closest post office is about a mile-and-a-half from the base.The Postal Inspection Service confirms they've begun an investigation, along with an internal probe. ONTARIO, Calif. (AP) — An infant and her teenage sister found dead at their California home are believed to have been killed by their mother, who left two suicide notes and was unresponsive in a hospital Wednesday, police said.The victims, 4 months and 14 years old, were found Tuesday in Ontario, east of Los Angeles, by their father when he returned home from work.Among the evidence is a "suicide note by the mother indicating that she intended to kill the children and to kill herself," police Sgt. Bill Russell told reporters.No details of the mother's medical condition were released, but Russell said she had been unable to provide a statement.No charges had been filed, and Russell said her name would not be released until investigators speak to her.Details of the suicide notes were not released but Russell said there was "a clear indication of what her intention was.""We do know that the mother was dealing with depression prior to the incident and had dealt with that in the past," he said.How the children were killed was still being determined by the coroner."There was a struggle at the scene which may have played a factor in the deaths," Russell said.The sergeant said the father called police when he discovered the deaths and was cooperative.Asked how the father was handling the situation, Russell said, "It's a difficult time, as you can imagine.
