SAN DIEGO (CNS) - The clock is now ticking for San Diego County, as recently released COVID-19 data showed one of the two metrics the state monitors is now flagged as "widespread," which could lead to business restrictions and renewed closures if it continues for another week.San Diego County's state-calculated, unadjusted case rate is 7.9 new daily cases per 100,000 population. The testing positivity percentage is 4.5%. Should the county have a case rate higher than 7.0 next week, it could be moved into the purple tier, and more state-imposed restrictions could be implemented on recently opened businesses. Many nonessential indoor business operations could be shuttered.The county is currently in the red tier, along with Orange, San Francisco, Marin, Santa Cruz and Santa Clara counties. Most of the rest of Southern California is in the purple tier. The state system has four tiers and assesses counties weekly, with reports scheduled each Tuesday.County public health officials reported 294 new COVID-19 infections and nine new fatalities Tuesday, bringing the region's total caseload to 43,181 and total deaths to 742.Six men and three women died between Sept. 7 and Sept. 14, and their ages ranged from early 50s to mid-90s. All had underlying medical conditions.Of the 5,969 tests reported Tuesday, 5% returned positive, moving the 14-day rolling average of positive tests to 4.4%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 7,254.Of the total positive cases in the county, 3,335 -- or 7.7% -- have required hospitalization since the pandemic began, and 784 -- or 1.8% -- were admitted to an intensive care unit.County health officials reported four new community outbreaks on Tuesday. In the previous seven days, 15 community outbreaks were confirmed. Two of the new outbreaks were in restaurant/bar settings, one was in a business and one in a grocery setting.The number of community outbreaks remains above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases originating in the same setting and impacting people of different households in the past 14 days.San Diego State University reported 23 more positive cases of the illness in its student body Tuesday, even as it is ramping up its COVID-19 testing protocols through a new random surveillance testing program which requires all students living on campus to be tested for the virus.The surveillance program will begin Wednesday, with around 500 students being tested every day through Saturday, then starting again Monday. All students living in SDSU residence halls and apartments will be assigned testing slots at either the Student Health Services Calpulli Center, or the HHSA testing location at the Parma Payne Goodall Alumni Center.Students will be notified of their assigned testing window, along with instructions on what to do, through their SDSU email address.The university has reported 676 students testing positive for the illness, the majority of whom live off campus.Off-campus students are encouraged to get tested as well. All students continue to have access to testing at Student Health Services and at both San Diego County and Imperial County locations. Faculty and staff continue to have access to county testing site locations, including the location at the Parma Payne Goodall Alumni Center.Corinne McDaniels-Davidson, director of SDSU's Institute for Public Health, reminded students to take the illness seriously."We're hearing people act like a negative test is a hall pass to do whatever you want," she said Tuesday. "It's not. A test is just a snapshot of a particular moment."She said a person could become infected on their way home from receiving a test, and that it's important to maintain constant vigilance.The university has not received any reports of faculty or staff who have tested positive, SDSU health officials said, nor have any cases been traced to classroom or research settings.A comprehensive outreach strategy to expand testing access for Latino residents and other communities hardest hit by the COVID-19 pandemic started Monday in downtown San Diego with the opening of a testing site at the Mexican Consulate at 1549 India St. 4297

Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. SAN DIEGO (CNS) - San Diego County's use and support of gun violence restraining orders as a preventive measure is cited as one of the major drivers in the orders' increasing implementation statewide in a recently published study.The UC Davis Violence Prevention Research Program examined the use of extreme risk protection orders -- or ERPOs -- in California between 2016 and 2019, noting a "substantial increase" in their usage over those years.San Diego County had the most notable increase among California counties, issuing 267 gun violence restraining orders -- or GVROs -- in 2019, versus just five in 2016, according to the study that was published in June in the Journal of the American Medical Association. Throughout California, their use grew from 70 in 2016 to 700 last year.The orders allow law enforcement to temporarily seize firearms from people believed to be at risk to themselves or others.San Diego City Attorney Mara Elliott's public endorsement of GVROs, development of a GVRO team and law enforcement training strategy were suggested as possible reasons for the disproportionate use of the orders in San Diego County and southern California as a whole.The study found that gun violence restraining order laws could be useful in prevention of mass shootings, suicides and "interpersonal violence."To that effect, the study cited two instances of GVROs issued in San Diego, one that was granted against a man with dementia who made threats to shoot his wife and neighbor, and another to seize a semiautomatic rifle from a man "who praised a recent mass shooter and made threats to bring his gun to work."Elliott's office has publicly detailed numerous other instances of GVROs served on local residents, including minors."It is encouraging to see our impact on California's use of this indispensable tool to prevent suicides, mass shootings, intimate partner homicides and other gun-related violence," Elliott said in a statement released Wednesday. "Red flag laws allow us to be proactive in identifying dangerous behavior so that we can avert a tragedy before it occurs, and I'm hopeful GVRO use will continue to rapidly grow."However, the study indicates there are many unknowns regarding GVRO use and effectiveness.GVRO use grew rapidly in 2019, and more study is needed to determine whether the increase in its use represented an increased need for the orders or simply marked a greater awareness of their availability, according to the study.While their use in California suggests GVROs "filled a gap in existing firearm violence prevention strategies," the study states more data is needed, as current data does not "allow us to measure the policy's effects on violence prevention."Their use in California also does not entirely allow for direct comparison with other states, due to differences in firearm laws. The study's authors suggest similar studies conducted in other states may shed more light on their effectiveness across the country.ERPO laws and policies are currently utilized in 19 states and the District of Columbia, and are under consideration in other jurisdictions, "however, little research exists describing their use," the study's authors found. 3204

  

SAN DIEGO (CNS) - Playgrounds in San Diego County can reopen to the public Wednesday, despite initially being closed under COVID-19 restrictions, after state health officials reversed course.Assemblywoman Lorena Gonzalez, D-San Diego, led a group of a dozen legislators who sent a letter to Gov. Gavin Newsom last week urging him to remove playgrounds from the stay-at-home order. They claimed opening playgrounds "is necessary for the mental and physical health of children to have opportunities to expend their physical energy and play." They also noted that in some low-income neighborhoods, "families may have little to no outdoor space of their own available."Newsom and the California Department of Public Health revised statewide public health guidelines on Wednesday to allow for public playgrounds to remain open."Every parent knows how important playgrounds are for our youngest Californians," Gonzalez said. "A huge thank you to Governor Newsom for hearing our collective concern and rethinking how we can open play structures for our kids."Playgrounds were closed earlier in the pandemic before being reopened in September. Then, with a spike in case rates and the state's issuance of a regional stay-at-home order, which took effect late Sunday night across all of Southern California, playgrounds closed again.Pressure from parents and legislators have now caused the state to reopen the playgrounds.According to the state's website, "playgrounds may remain open to facilitate physically distanced personal health and wellness through outdoor exercise. Playgrounds located on schools that remain open for in-person instruction, and not accessible by the general public, may remain open and must follow guidance for schools and school-based programs."San Diego County Supervisor Jim Desmond made a motion at the Board of Supervisors meeting Tuesday to defy the state order and not enforce the playground closure. It was rejected 3-2.Supervisor Nathan Fletcher said his conversation with state officials proved productive, and gave credit to Gonzales -- his wife -- for her work."Kids in San Diego County can now enjoy local playgrounds. This is something that can be done safely and make the lives of families easier," Fletcher said. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. In March 2018, city officials told the city's Bicycle Advisory Committee that project costs had jumped from roughly million to million.Due to the setbacks, city officials now hope to complete the first phase at some point in 2020. The first phase will add cycle track on Beech Street from Pacific Highway to Sixth Avenue, Sixth Avenue from Beech Street to Harbor Drive and J Street from First Avenue to 17th Street."The Downtown Mobility Plan is a vital step forward I providing safe infrastructure for all San Diegans and to meet our mobility goals," Ward said. "San Diegans are ready for new and innovative mobility options as they move around our city, and this investment will improve the quality of life for those living and working downtown while moving San Diego closer to achieving our Climate Action Plan benchmarks."City officials expect to complete all three phases of the plan by the end of 2021. The network of track will eventually stretch from Balboa Park to the San Diego Convention Center, according to the city."On the bike front, we're overjoyed change is coming after many years of advocacy," said San Diego Bike Coalition Executive Director Alex Hanshaw. "Prioritizing people who choose to bike and walk is a historic step in the right direction.
