On March 3, 2020, polls will open at 7 a.m. and close at 8 p.m. Below are several of the measures and propositions on the March 2020 ballot: Proposition 13Prop 13 authorizes bonds for facility repair, constriction and modernization at public preschools, K-12 schools, community colleges and universities. The hotel tax hike would fund a convention center expansion, homeless services and infrastructure improvements. The tax increase would raise the city’s transient occupancy tax from 10.5 percent to as high as 15.75 percent in certain areas. Supporters say it could raise billion over 42 years. Those opposed argued the measure should be placed on the November 2020 ballot, when voter turnout is expected to be higher. SAN DIEGO (KGTV) - The family of a 14-year-old girl is shocked by her sudden death that could be flu-related.Julianna Campos died Feb. 12, after complaining of a headache and cold-like symptoms.Imelda Leyva, Julianna’s grandmother, said Julianna went to take a nap and never woke up. Julianna didn't have any health issues, according to the family.Doctors confirmed Julianna tested positive for the flu, according to her grandmother. However, they are still investigating whether the flu was the cause of death.Julianna’s family plans to hold her funeral on March 9. Family members also started a GoFundMe page to help pay for her services.As of 8:17 p.m. Wednesday night, the fund had raised more than ,200 of its ,000 goal. SAN DIEGO (KGTV) -- The California Highway Patrol is investigating after a body was found on Interstate 5 near Camp Pendleton Thursday afternoon.According to CHP, the body of a 51-year-old man was found on the exit ramp from I-5 north to Christianitos Road.Once officers arrived, they found the San Clemente man out of view in the brush next to the road.The San Diego County Medical Examiner responded to the scene and is trying to determine the cause of death. SAN DIEGO (KGTV) -- Surveillance video captured the moment after a thief stole a woman's wallet inside a Midway District grocery store.According to San Diego Crime Stoppers, the theft happened on Sept. 23 inside the Ralph’s grocery store located at 3345 Sports Arena Blvd.While the 73-year-old female victim was in the freezer section, the man waited for the victim to open a freezer door and then approached her shopping cart. The suspect quickly removed the victim's wallet from her purse, which was placed at the top of the shopping cart.The victim was right next to the cart but was looking inside a freezer when the theft occurred.The suspected thief walked away without the victim realizing what had happened. The total loss of the wallet and cash inside it is over ,500.Investigators reviewed store surveillance footage, which showed the man following the victim throughout the store and appearing to target her.The suspected thief is described as a white male, approximately 5’10“ tall, 175 lbs., with tanned skin. SAN DIEGO (KGTV) — The California Center for the Arts, Escondido will host drive-in live concerts and a movie series this month.The concerts and movie screenings will be held at the former Nordstrom parking lot at Westfield North County at 8 p.m. Spaces for more than 250 vehicles will be made available and spaced apart to keep listeners distanced.The scheduled shows start on Aug. 14 with a showing of the classic musical Grease and continue on Aug. 15 and 16 with a performance by Jersey Boys stars Christian Hoff and Travis Cloer. Hoff, a Tony Award-winning actor, is best known for his portrayal of the role Tommy Devito from the Four Season’s and Cloer is the longest-running actor to play the role Frankie Valli in Jersey Boys.Tickets to the general public will go on sale on Aug. 1 at 1 p.m. here or by calling 800-988-4253.
