SAN DIEGO (KGTV) -- Coronavirus cases on the San Diego-based USS Theodore Roosevelt are multiplying quickly. On Thursday, Department of Defense officials announced 23 sailors have now tested positive for COVID-19. Officials say they have mild symptoms, fever and a cough. The aircraft carrier left her San Diego homeport in January for a seven-month deployment with roughly 5,000 sailors are on board. The carrier's last stop was in Vietnam more than two weeks ago. The USS Roosevelt is getting ready to pull into Guam on Friday, where the positive cases will be moved off of the ship. The other sailors will be confined to the pier, not allowed to leave into Guam. SAN DIEGO (KGTV) -- Authorities responded to reports of a California Highway Patrol Officer who crashed his motorcycle in Rancho Bernardo Thursday evening. According to the San Diego County Sheriff’s Department, the crash happened on northbound I-15 at Rancho Bernardo Road before 6 p.m. At this time, the cause of the crash is unknown. It’s also unknown whether or not the officer was injured in the crash. 416

SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend. SAN DIEGO (KGTV) -- At least one San Diego woman is a part of thousands who've volunteered to participate in a human challenge trial to find a vaccine for COVID-19. April Simpkins is a healthy 29-year-old. Simpkins said she felt helpless watching as the pandemic spread around the world, until she heard about 1 Day Sooner while listening to a podcast. 1 Day Sooner is an organization that advocates for volunteers willing to participate in a human challenge trial. The trial means being infected with COVID-19 in hopes of speeding up the process for a vaccine. The trial is restricted to young and healthy people. So far, there is no plan for any human challenge trials to fight COVID-19, but over 30,000 thousand people, from over 140 countries, have signed up to volunteer. The hope is to have the list of volunteers ready, if and when such a trial is approved. SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183
