SAN DIEGO (KGTV) — City leaders welcomed a new North County park Wednesday, highlighted by a specially created area for the playground's most adventurous.Pacific Highlands Ranch Community Park sports five acres of turf field, two dog parks, playground and "discovery play" area, skate plaza, and San Diego's first free, public parkour area and bike pump track.The park also includes a 17,000-square-foot recreation center, featuring a gymnasium, multi-purpose building, and outdoor courtyard. The center's solar panels also promise to lower the park's energy consumption by 36 percent, according to the city.RELATED: San Diego County park rangers recommend these trails in 2019The park is the 23rd park to open as part of Mayor Kevin Faulconer's ambition to open or improve 50 parks in five years. Another 32 parks are in various stages of design and construction, according to the Mayor's office.“Every neighborhood in San Diego deserves a great community park,” Mayor Faulconer said in a release. “That’s why we are in the middle of the largest park expansion project in modern history. With each new park we open, we’re improving the quality of life for our residents, investing in our neighborhoods and leaving behind a better San Diego.”The park was funded through the Pacific Highlands Ranch Facilities Benefit Assessment funds and will be maintained and operated by the city. SAN DIEGO (KGTV) — California's DMV is reopening another 46 field offices this week to fulfill appointments for services that require an in-person visitThursday, six field offices in the county will reopen to customers who have already made an appointment that requires an in-person visit. The offices will be open Monday through Friday from 8 a.m. to 5 p.m., an open at 9 a.m. on Wednesdays. SAN DIEGO (KGTV) — As county leaders struggle to control the latest surge of COVID-19 in San Diego, there is an acknowledgment that there are no good options. While many businesses are preparing to ignore public health orders to close or limit operations, public health experts warn the consequences of failure to limit the spread of the virus will be dire.“The reality of it is indoor spaces with people talking without masks are not safe. I think that’s really important to getting this under control,” said Dr. Rebecca Fielding-Miller, an expert in infectious diseases at UC San Diego.She says the county has tried to chart a middle course between allowing businesses to remain open while trying to rein in the virus. “We have been, I’m really sorry to say, doing it in half measures since March," Fielding-Miller said.But to be successful, such a policy requires a great commitment by the public to safety measures such as wearing masks, social distancing, and avoiding gatherings. That commitment has proven vulnerable to the COVID fatigue felt by the public, as adherence to those measures tends to slide with time.Fielding-Miller says some counties in the United States, along with some other countries, have had success with brief but strict lockdowns. However, there may not be public support for such actions here.Others advocate a full reopening of the economy and letting the virus run its course. They argue that the economic, psychological, and educational harm from the public health restrictions are greater than the damage caused by the virus itself. Proponents say the United States should try a “herd immunity” strategy, where attempts are made to protect vulnerable populations, but the virus is otherwise allowed to spread unchecked through the general population. The theory projects that once enough people are infected, the virus has nowhere left to spread and will die out on its own.Most public health experts say that method could prove catastrophic. They point out that it’s not known how many people would have to be infected, but it would have to be a majority. “If we went down this path where we attempt to infect 70% of the population, the very, very likely outcome is we would end up with something like one to two million Americans dying,” said Fielding-Miller. Furthermore, it is also not known how long a person is immune after recovering from COVID-19. There have already been cases of people being infected for a second time. “We would end up with extraordinarily high rates of disability and mortality for no gain at all, for people to just be able to get reinfected in six months. So I understand the attraction, but it's also not viable," Fielding-Miller said.This week, San Diego moved into the purple tier, the most restrictive of California’s COVID-19 tiers. 2811

  

SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. A design team will have to conduct an environmental review of the proposed trail as well. It could be another three years before the project sees any construction begin. 1655
