The ship made the journey Friday after being dry docked at BAE Systems for 10 days. Work on the vessel included hydro-blasting, anti-fouling and top side paint as well as an inspection of the ship’s hull integrity. SAN DIEGO (KGTV) – The San Diego Padres are heading to the postseason, and while fans can’t attend games at Petco Park, the team is giving the Friar Faithful a chance to cheer them on at the ballpark while in their cars.The Padres Postseason Watch Party will take place during next week’s Wild Card round, with the drive-in event happening in Petco Park’s Lexus Premier Lot on K Street, off 14th Street.RVs and campers will not be allowed at the watch party.The games will be shown on three separate large LED video screens, and fans at the event will be able to choose from different restaurant partners -- depending on the game -- when it comes to the ballpark eats. SAN DIEGO (KGTV) - The San Diego City Council unanimously voted Tuesday to give final approval to place a measure on the November ballot that would change the city's police oversight structure.The current version is the Community Review Board; the ballot measure would replace it with a Committee on Police Practices."It is so desperately what the community wants and needs, so that we can build trust between the police department and the community," said Andrea St. Julian, co-chair of San Diegans for Justice, the group that wrote the ballot measure.The new committee would be appointed by the City Council, as opposed to the old board which was appointed by the mayor. The new committee would also have an independent lawyer and oversight from city staff not associated with the mayor's office or San Diego Police Department.St. Julian said these changes will help avoid conflicts of interest that the old board dealt with, especially because the CRB's lawyer was the City Attorney, who also acted as the lawyer for the police department.The new committee would also have broader power for investigations. It would be required to investigate any police shooting, as well as any time someone died while in police custody or while interacting with police.The committee could also investigate any other complaints against an officer and review all disciplinary action taken within the department."When a full investigation can be done by community members or at the direction of community members, people feel much more comfortable with the results," said St. Julian.Mayor Kevin Faulconer and County District Attorney Summer Stephan have both said they support the measure. SAN DIEGO (KGTV) - The San Diego Humane Society launched an investigation into possible animal neglect Monday.  The investigation is focused on the former Carmel Mountain Ranch Country Club.The golf course shut down in July.A spokesman with the Humane Society says someone reported that the declining state of one of the ponds on the course was endangering koi and other wildlife.Homeowners living near the course say they often smell a foul stench coming from the pond.The Humane Society says they’ve they’ve reached out to the owner of the country club and golf course.The Humane Society sent 10News a statement that says in part:"Because it is an open investigation, we cannot discuss details, but we take reports like this very seriously. We encourage anyone who has information relevant to this investigation to come forward and call San Diego Humane Society’s Humane Law Enforcement at 619-299-7012." 934

SAN DIEGO (KGTV) -- Three dogs are getting a second chance at life. Wednesday night they were reunited with a local Marine - after months of being apart. Marine Corps Captain Kyle Watkins has been waiting months to see the dogs he rescued as puppies while stationed in Iraq. Wendy, Hesco and Rooster were flown to the states to be adopted by Watkins and another Marine with the help of SPCA International and Operation Baghdad Pups.Watkins says he couldn't help but feed and care for the dogs, who in turn began to look out for him; their big brown eyes and wagging tails bringing comfort during some rough times. Two of the dogs will stay with Watkins and his wife on their farm in Temecula, the third will be adopted by another Marine.  776
