SAN DIEGO (CNS) - A San Diego County Superior Court judge ruled Friday that he is allowed under state law to reconsider his prior decision to place a sexually violent predator known as the ``Bolder-Than-Most'' rapist back into the community, where the felon would continue treatment under a conditional release program.Last October, San Diego Superior Court Judge David M. Gill ordered Alvin Ray Quarles, 56, released to a home in Jacumba Hot Springs. SAN DIEGO (CNS) - New health restrictions took effect Monday in San Diego County and the rest of Southern California, shutting down indoor service at restaurants among other closures, due to the rapidly increasing number of coronavirus hospitalizations.A state-mandated "regional stay-at-home" order went into effect at 11:59 p.m. Sunday, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health.The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 20.5% of its ICU beds available as of Saturday.On Sunday, the county reported 35 new hospitalizations, bringing the total to 4,871. Three more patients were placed in intensive care, bringing the total to 1,068.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.The stay-at-home order will be in place for three weeks and prohibits gatherings of people from different households. SAN DIEGO (CNS) - District Attorney Summer Stephan warned San Diegans, especially senior citizens, to beware of a scam in which callers are pretending to be from the Social Security Administration in an attempt to obtain Social Security numbers for financial crimes.There are multiple versions of the rip-off, Stephan said.In some cases, the caller may say a person's Social Security number has been linked to a crime and has been blocked, but that for a fee it can be reinstated. The caller then asks the victim to verify the Social Security number.Another variation involves the caller saying that a person's Social Security number has been used to apply for multiple credit cards, which could cause the person to lose Social Security benefits. Or the caller may say that acause the person to lose Social Security benefits. Or the caller may say that a person's bank account is on the verge of being seized and the victim should withdraw all cash from the account."All of these are scams," Stephan warned. "Do not provide your Social Security number or banking information to any caller, even if the caller ID shows Social Security's 1-800 number. Instead, hang up and call Social Security to verify.
