SAN DIEGO (KGTV) — More than 400,000 people in San Diego County have already cast their ballot for the November election."We are unprecedented, unchartered, in so many different ways in historic numbers of mail-in ballots that are coming back to our office," said Michael Vu with the San Diego Registrar of Voters. Saturday, Vu said the registrar had received 432,000 ballots have been cast. Steve lost his job, and the couple decided to move to San Diego.Their new project offers experiences like birthday and bachelor/bachelorette parties, and corporate outings. SAN DIEGO (KGTV) - More low-income seniors are taking back their independence with help from the St. Paul's PACE program.PACE helps seniors live independently at home by providing social services, in-home care, transportation, personalized medical services, and senior activities.Norma Griego is a PACE Certified Nursing Assistant and visits about six seniors a day. She checks on their well-being, does light housekeeping, and spends time socializing with the seniors. "Socialization is so important. There are times that they don't get out to see a lot of people and just listening to their stories is wonderful and then getting to know them and build relationships with them, it's amazing, it's just wonderful," said Griego.Iva Records is a PACE participant and is turning 102-years-old this Halloween. "Well I just like it here; I like my independence, I like to get up when I want to, I want my breakfast when I want it," Records.Because Records has trouble seeing, she relies on PACE to continue living independently at home. "They always are there for you," said Records. SAN DIEGO (KGTV) - NASA's Mars-bound rocket launch from Southern California could leave San Diego gazers disappointed.Saturday's launch window could be blanketed behind a thick layer of morning fog, according to meteorologists. Vandenberg Air Force Base is forecasted to see partly cloudy skies through the morning hours.The fog, however, may not be enough to scrap the launch. InSight's launch director Tim Dunn said during a briefing Thursday that, "We got 'go's' from all aspects, all organizations that have a vested interest in launching InSight," Space.com reported. RELATED: Mars-bound NASA launch will be seen from San DiegoThe launch is currently scheduled for Vandenberg between 4:05 a.m. and 6:05 a.m. NASA has given a six-month time window to set InSight for Mars.Regardless of fog, officials have given the all-clear for NASA's first interplanetary launch on the west coast.But that shouldn't deter San Diegans from trying to catch a glimpse — even if just a blurry bright light in the distance. SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of.
