BAKERSFIELD, California — Elaine Rosa, the woman who was apparently shown in a video dragging a dog behind a motorized scooter, has pleaded not guilty in court on Monday. Rosa is facing one felony charge of cruelty to an animal and one misdemeanor charge of failing to provide animal care.In January, a video surfaced showing a woman, who appeared to be Rosa, riding a motorized scooter, dragging a dog. The video went viral. Charges were filed on Feb. 15 by the District Attorney's Office against Rosa for animal abuse and neglect.
