(AP) -- California health officials have reported the state's first coronavirus death of a child.The state Department of Public Health said Friday the victim was a teenager, had other health conditions and died in the Central Valley.No other details were released.The state's death toll surpassed 9,000 on Friday, and three-quarters were 65 and older.Only about 9% of California's half-million confirmed virus cases are children, and very few have suffered conditions serious enough for hospitalization.Scientists still aren't certain why children don't seem to be as seriously affected by the virus as adults. 637

Gavin Newsom and the Democratic-controlled state Legislature agreed on a budget deal that would to cover the state's estimated .3 billion budget deficit.Newsom and legislative leaders announced the agreement Monday. No details were immediately available about what's in the agreement.But in a joint statement, Newsom and the leaders of the Senate and Assembly say the agreement protects core services including education, health care and the social safety net.The full statement:“The COVID-19 global pandemic has caused a sudden and dramatic change in our nation’s and state’s economic outlook – and has had a cascading effect on our state budget. California was better positioned for this sudden change than at almost any time in its history, building out record reserves following years of responsible budgeting. Even still, the size and scope of the pandemic and the accompanying economic crisis have been unprecedented – leaving California to make hard choices and figure out how to sustain critical services with much less.“In the face of these challenges, we have agreed on a budget that is balanced, responsible and protects core services – education, health care, social safety net and emergency preparedness and response. This budget also invests in California small businesses harmed by the pandemic.“This agreement reflects our shared commitment to supporting schools, and is built on a foundation of equity – allocating billions of dollars for students most affected by learning loss and continuing our state’s leadership toward reforming the criminal justice system.“To be clear, this budget required some tough decisions and more work remains ahead. But they were necessary steps for keeping California on firm fiscal footing while we continue to meet the COVID-19 challenge, protect vital services and our most vulnerable communities, and build a strong fiscal bridge to a safe, speedy economic resurgence. SACRAMENTO, Calif. -- Legislation was announced Thursday to raise the purchasing age of long guns such as rifles and shotguns from 18 to 21 in California.The legislation was introduced by Assemblymember Rob Bonta, a Democrat from Oakland.Assembly Bill 3 would mirror existing laws for purchasing handguns which state that a person must be at least 21-years-old to purchase a handgun.“California already wisely mandates that someone be at least 21 years of age to purchase a handgun,” said Assemblymember Bonta. “It’s time to extend that common-sense law to long guns in order to enhance public safety.”"We must take every reasonable measure to protect Californians from gun violence," said Assemblymember David Chiu (D-San Francisco), Joint Author of the bill.According to a 2015 report by the FBI, adults 18 to 20 represent four percent of the population but commit 17 percent of gun homicides.“Californians under age 21 can’t purchase alcohol, tobacco and other health hazardous items,” said Senator Nancy Skinner (D-Berkeley), Principal Co-Author of AB 3. ”So why should they be able to buy guns? Our bill fixes that.” 1134
